agreement reached calls for a 6 cent an hour increase on the basis of a 50 hour work week whereas a boost of 10 cents an hour had been demanded In case the federal labor authorities fix a 45 hour week and additional 6 cents an hour is to be paid If the work week is set at 40 hours another raise of 6 cents will be paid mak ing a total increase of 18 cents an hour in the case of a 40 hour week Other Gov Dewey today signed the Halpern bill pro viding for 1200 additional state scholarships for veterans each worth $350 a year for four years This makes a total of 3600 scholar ships available for veterans He also signed the Milmoe bill increas ing the value of existing state scholarships from $100 a year to $350 The Milmoe bill also increases the value of scholarships for chil dren of veterans Apple ton has applied for a patent on a hay blower The blower according to its designer can blow any type of hay 50 feet high through a 12 inch wide galvanized pipe In pitching hay the blower equals the work of five men Mr Wolfe said He has been experimenting on the invention all the past Winter and claims to have invented a work able and usable fan blade on the blower "My blower gets 30 more hay into the said Mr Wolfe hay is put into he mow in a uniform way by this new blower which also makes it easy to remove hay from the building Hay can be stored quickly after cutting thus lessening the fisheries and conserving their supplies the United States and Canada have en tered into a convention which was submitted by President Truman to the Senate for approval Monday The pact would set up an interna tional commission with powers to regulate fishing on the lakes The convention signed on April 2" was referred to the Senate or Relations Committee Presi dent Truman said it has the ap proval of the Department of State and the Department of the Interior Under the pact an international commission would be established with substantial jurisdiction over the fisheries on Lake Erie Lake Ontario Lake Huron Lake St Clair Lake Michigan Lake Su perior the connecting waters and bays of the lakes and SL Lawrence River from Lake Ontario to the 45th parallel of latitude Powers of Commission The commission will be composer of a United States section a Cana dian section and an appointed advi sory committee for each lake On the advisory committee will be rep resentatives designated by each state or province having jurisdic tion over the lake Purpose of the commission is to develop a comprehensive plan for i effective management of fishery re sources and to ensure maximum use of them The commission may institute i regulations on the following points: 1 Open and closed seasons i 2 Open and closed waters 3 Size limited for each species of fish 4: The time methods and inten I sity of fishing 5 Tpe and specifications of i nets gear apparatus and appli ances which may be used 6 Methods of measurements 7 Extent and nature of stocking operations 8 Introduction of new species 9 Catch returns and other sta tistical records necessary to give effect to theagreement Provision for Licensing The United States and Canada will provide for enforcement of regulations in the waters which they control Penalties for viola tions of regulations may be estab fished Included is a provision that fishing licenses may be issued as usual by states or provinces Introduction of the convention is
