OXE PHICK OXIV. ctu im rope h8 followed the example of almost all oth er nations it has seized and imprisoned an American citizen without cause, and refuses any redress. An American traveling in that country, with his passport all right, was seized, examined by the police and called, a liar for giving true answers; and confined for a number of days.

He asked to see the American Consul, which was refused. At length, one fine morning, he was told by tho jailor that be was at liberty to go about bis business. It seems ho was mistaken for Mazzini, the Italian patriot. The American, after bis release, went to Taris so I consulted Mr. Mason, our n.

inister there. Ho wr.s advised to go back and demand redress least an apology. It was refused. If an Englishman has been so treated, redress would be forthcoming at once. Bat with the timid foreign policy of this country, natil lately, nnd with the Whig party amongst us to applaud every art of foreign aggression upon tbe rights of our citizens, we suppose no redress will be obtained for this outrage.

We have no doubt that if enr government un dertakes to enforce redress in this case, the Whig press will take the part of Switzerland. It wouUl be difficult to name a country on the globe where an American citizen has not been imprisoned within the last ten years, and gene rally without cause and it would be still more difficult to name an instance in which a lemo- cratie administration has Fousrht to punish ag gression upon American citizeQg 0r commerce, in which the Whig press has not tnkeu the part of foreicn nations. lathis instance, no harsh remedies need be ap plied. A numerous crowd was in attendance, and tho bidding was very spirited.

Tbo prizes realized were generally quite moderate, ranging from 2i to $100. "Rock and "Nigger brought $225 a pair of sorrel horses. "Tom Thumb's," $104; black horse, "Black Snake," $25 horse, BUck Hawk," 30, and so on. Tho owners of these horses were Mr. Baruum, Scth B.

I should not go beyond the mark i ere ever to say of seven-and-tweuty, I ought not go beyond the mark. Uut, 1 am not bound to commit myself, and therefore on this 1 1 it say no more. Of course I. as a barrister of the rightful amount of standing, mourn over the decline of the profession. How have I soon it wither and decay Within' my time, John Doe nnd Richard Roe themselves have falien victims to the pre judice and ignorance of mere laymen.

In my time, the evening sittings at the Old Bailey in the city of London have been discontinued; tboi-e merry meetings, after uiuners, where I do not hesitate to say 1 hao seen more wine drank in two or three hours, anil have beard better things said, than at any other convivial assemblies of which it has been my good fortune to make one, Lord bless me When I think of the jolly Ordinary mixing bis famous salads, tho Judges discussing vintages with the Lord Mayor and Sherifls, the leading humorists of the old I'aily Bar delighting the Aldermen and visitors, and the whole party soing socially back again into court, to try a fcl tow-creature, perhaps for his or her ltff, in the genial glow produced by such an entertainment 1 say when 1 think of these departed glories, and tbe commonplace stupidity iuto which we have fallen, I do not, and 1 cannot, wonder that England is going to ruin. Ab my name is not appended to this paper, and therefore I can hardly bo suspected by the puhlio of egotism, I will remark that I have always had a pretty turn for humor. I have a keen enjoyment of a joke. Like those excellent witnesses, officers of the forty sixth regiment (better witnesses I never saw, even ia a horse dealer's case, yet the public, in thcte d-'gener -ate has no sympathy with them,) 1 don't at all object to its being practiced. I like a joke to be legal or equitable, because my tustc3 are in that direction but 1 like) it none the worse for r.r-ing practical.

And indeed the best legal and equitable jjkes remaining, are all of a practical nature. 1 use tho word remaining, inasmuch as the leveling spirit of the times has destroyed some-of the finest practical jokes connected the profession. I look upon the examination of the parties in a cause, for instance, as a Jeat.i-blow giveu t-i humor. Nothiug can be more humorous 11111 to mako a solemn pretence of inquir-i: into the truth, and exclude the two people, who, in mac out of ten, know most about it. Yet this is now acu-itom of the past, an duo are a hundred other drolleries in which the fathers and grandfathers of the bar Ji-jt, 1 uia goiug on to present witlnu a short compass a little collection of existing practicat joki-a mere t-ample 8 of many others happily stiii left us in law and equity fur our iimoceut aiutisemf an nl As 1 never (though 1 set up for a humorist tell anolber rum's story as my own, 1 wii! authority before I conclude.

The great expense ot tbe Simplest suit in equity, and tho droll laws which lore all English a'utjreU, into a court equity for their sole re-Jft-1, ia txa immense number of rases, lead, at the present day, a very entertaining class of practical jokes, i mean that ludicrous class iu which tne jkc consists of a man taking and kct mg possession of money c.r other ropi r'v to whka be even pretends to have no shadow of riat, tit which he seizes bc-tause be knows that tha whole will be swallowed up in ssts if the Gwnt shou'i seek tj assert bis claim. So Mrs. Harris walks at at the present time paying for such application eighteen pounds, two and eightpence; or thirty rer cent, on her uutortunate income. 1 am of opinion that it would be hard to in vent better pra0tiCttlJOif.es man mese, over wniuu I have laughed until my sides were sore.

They are neatly and pointedly related by Mr. Graham Wilimorc, queen's counsel and a county court iudtfe. in his evidence, given in May of the pres ent vear. before a committee ol" the House of Commons appointed to inquire into the state and nract ee of the county courts, nut, i am pain ed to add, nevertheless, that my learned friend Wilimorc baa not the slightest sense of humor, and is perfectly destitute of any true perception of a joke. For, what doea be recommend iu the ssrae evidence of his Why, says be, these cases involve an absolute deuial of justice and if you would give the county court judges a limited jurisdiction iu Equity, these things could not posai-bly occur; for, then, suoh cases as tho Witty Trustee's and tho Medical Choice Spirit's, would be determined on their merits, for a few pounds; while such applications as those ia behalf of the Iufanls would bo disposed of for a few (shillings.

But, what, I ask my learned friend, would become of tho cream of the jokes! Are we to have no jokes Would he make law and equity a dull, dreary transaction cf plain right and wrong 1 shall bear, next, of proposals to take our wigs off, and make us like common men. A few pounds, too! And a few shillings Has my learned friend no idea that hundreds of pounds are far more respectable not to say profitable than a few pounds and a few shillings He may buy sundry pairs of boots for a few pounds, or divers pairs of stockings for a few shillings. Is not Equity more precious than boots Or Law than stockings I am further of opinion that my learned friend Willmore falls into all his numerous mistakes before this committee, by reason of thia one curious capacity in his constitution to enjoy a joke. We hope thj pet by EnpHn 1 wiil be followed by tke utes cf this conutrv. iu l'cnnsylvania, especially, such a reform is needed.

In New Vork tbe logal rrti of interest ia seven per cent. Ia ibis it is eix per cent. This fact has a tendency to draw on cap ital from this State to New Vork, where one per cent, more can be obtained without risk and it is well known that Pennsylvania capital is in Tested in New VorV and other States, where better compensation can le obtained. Oar Pennsylvania legislature ia generally so fully employed with special legislation, as to leave no time for the enactment of wholesome I and well-considered general laws. We know not what to expect, from the position of tie parties in the legislature next winter.

If not too much employed in divi ling tbe ffices and spoil3, in rewarding friends and punishing enemies, we may at least hope that a matter of such general interest as the repeal of the Usury Law will receive attention. A very 6hort act will do it. It will tike but little time, and will probably meet with but little opposition. The Battle or AlmaHow many were Jngagcti In It. As the official despatches that we bave scsn do not etate the number, it may be interesting t3 ascertain the fact derived, from other sources.

The Russians had 80,000 infantry, and 6,000 cavalry engaged at Alma. Tbe Allies infantry, with a reserv corps cf 10,000 men of those in action, 1S.00O were French and 22,00) English. Tbe generalship of tbe Allied commanders was good, according to all accounts, but shewed more confidence in the bravery cf their troops than in any strategic operations. The fact of their having to advance steadily up hill, under a galling fire cf artillery and infuntry, was of itself sufficient to show that the French and English have not deteriorated since Marengo and Waterloo. Cut Mensehikotf, it ia conceded, ehowed more generalship in his masterly retreat even succeeding in carrying off Lis artillery entire, except tiro or three dismounted guns than did Raglan or St.

Arnaud. The Allies were to bave received reinforcements by the lOili when they would doubtless commence a vigorous siege, and cbastopol would ecarccly hold out long. If the Russians could hold their own until tbe loth when Osten Sacken was expected to arrive with a largo num her of troops the struggle would be desperate. Tbb Ells' Pistol. This instrument of protection or destruction, as the case may require, was exhibited at our County Fair, and attracted universal admiration, on account of its admira ble adaptation to the purposes for which it is intended.

It drew a JiVrr mrdtil and we may here add, that the manufacturer has received a patent during the current year, for his inven tion, which runs for fourteen years, with the privilege of renewal. The great advantages of thia pistol over oil others now in use arc, that by pulling the trigger you oan cither cock the weap on or diBcharga it at pleasure. If you desire to ehoot, eix discharges will go otf as fast as you Sis move your finger. Another great improve mcnt which has been introduced in thia is the mode adopted to prevent the pin from fall ing. As his pistols are manufactured, they are much superior to any others now in use.

Those anxious to se his instruments should call at his establishment, No. 139 Second street, and they will see Bomethiiig instructive in the ehooting line.
