Senator McComas, of Maryland, seems determined to force on the attention of Congress tha question of the constitutionality of the action oC North Carolina and other Southern States in restricting suffrage in a manner that, it is claimed, has practically disf ranchlsed the negroes of those Stales. hen the credentials of Senator-elect Simmons, of North Carolina, were presented this afternoon, he moved that they Ih- referred to the comntttee on privileges and elections with a view to determining the legality of Simmons' election. Roth Senators Hoar and Chandler, who, like McComas, are members of the committee named, objected on the ground that such action ought riot to be tak-n until March 4, when Simmons' election would become effective. Senator McComas yielded, but gave notice that he would renew his motion on that date.

The object of Maryland senator was undoubtedly to give warning to the Democrats of Maryland that If they carry out their supposed purpose of disfranchising negroef in that State they will have to faeH they prospect of an investigation by a Republican Congress Into the legality of their acts.
