We have followed the several phases of the Old Catholic movement in uermany, less because of its ecclesiastical, than its ootitical necnliarities. There axe two in. teresting circumstances, ot recent aeveiop-ment, which are worthy of notice, as indicating, the one the promise of permanency which attaches to the Unureh, and the oth er as sowing an element of discord, that may produce schism. The first circum stance is the recognition by the German Government, of the new organization. This is more than the merely formal ac knowledgment of the claims of the Old Catholics, although the werman uovern- ropnt has been careful to confine the ex pression of its approval to this limit The Government merely holds that the v.

Id Catholics must be treated as members of the Catholic Church, as this has been and recognized by the Prussian Gov ernment in the Constitution and the laws. They adhere to the doc trines and usages of the 1 athohc Church as these were when the Constitu tion of Prussia was adopted in 1850, and as these continued to be down to July 13, 1870. To refuse now to recognize them as genuine Catholics because they will not accept the decrees of the Vatican Council, would be for the Prussian Government to decide, that to be a Catholic one must behave in the infallibility of the Pope, and acknowledge his episcopate to be universal in short, must admit his claim to be above all kings and emperors, all constitutions, governments and laws. It is further argued, that to cease to regard the Old Catholics as genuine members of the Catholic Church, because they have been excommunicated by the Pope, would be for the Government to treat as fundamental articles of the Catholic faith dogmas of papal supremacy hitherto unknown, and which would go to subvert the authority of the State over its own sub jects. '1 do this would be suicidal.

Hence it is inferred that if any members of the Catholic Church should be treated as non- Catholic, apostate and -excommunicate, three should be not the Old Catholics, but those who have followed the Pope in his extravagant assumptions against the authority of the Church, and the peace and order of society. But it is evident that behind this -proclamation, or definition of the $tatu of the Government, is another understanding, and one that looks to controlling and strengthening the new Church in order to use it as a power in the struggle with the Pope. The German Emperor has a large nurifter of Catholic subjects. Bismarck at least is shrewd enough to see that it dangerous to absolutely antagonize them, and unwise to even estrange them in senti. ment.

History is full of illustrations of dynasties overthrown by the use of the sniritual power of the Pope. Hence the necessity of doing something to retain the cordial allegiance of those of the Catholic faith, and at the same time of making of them an element of support in the controversy with the Pope. The State has been shrewd and crafty in developing this policy. But Tr. Volk, of Augsburg, a member of the German Parliament, proclaimed this idea openly, at the recent con ference of Old Catholics at Constance, Switzerland.

He addressed the Conference as if he was making a speech to his constituents. He sought to identify the Old Catholic movement with German unity and progress, and characterized it as a war for home agaiast the foreigner, a conflict between and WaUehthum a terra which, more than once in German history and literature, has been specifically applied to the French. The effect of this declaration of Dr. Yolk was to develop an excitement and division among the members present that consti tutes the discord which we have spoken of as the circumstance that bodes danger to the movement. Pressense and Hyacinths were present, and these, accepting Volk's utterance as a reflection on them, or an indication that the Old Catholic movement was to be used to France, left the Conference in a flush of indignant patriotism.

That they misapprehended Dr. Volk's meaning is entirely probable and yet, that affairs may justify their feeling is entirely possible. At the present, the Old Catholic movement does not antagonize France bat still, in Germany, it has re ceived favor from the Government, for which it is naturally grateful. If this ex planation is made, no trouble need be experienced in harmonizing its members, in cluding Pressense and Hyadnthe. Yet it cannot be overlooked that it is among the possibilities that events may happen which will carry the political antagonisms between Germany and France into the Catholic Church Old and Romanish.

Count Chare bard is the representative of the Jesuit party in France. He is very much controlled by the Pope. His success in securing the throne may not only intensify the antagonism of France and Germany, but must of necessUy carry this antagonism into the Church. His success will give moral strength, if not material advantage to the Pope. If he is able to develop enough power, he will seek to re store to the Pope his temporal power.

But the interests of Germany, and proba bly her agreements with Italy, lead her to prefer that the Pope should not be more than a spiritual Prince. But above all, she prefers that France should not soon be in a position to revenge the shame and loss of the recent war. Consequently, her in terests are all in the line of strengthening and supporting the Old Catholics. Bat Pressense and Hyacinths have the same interest. The succsss of the Chambord movement means aUo the success of the Pope.

Hence even while they are French men they cannot desire the success of po litical movements, which mean the op pression and destruction of the Old Catholic movement. Thus while we see danger in the disagreements oeveioped, we see promise in the identityf interests. Evils of Sleeping Together.
