The sub-committee will be appointed by Chairman WT. H. Stevenson. The aub-com-mittee does the bulk of the work on the appropriations but ita acts must be ratified by the general committee before the report is made to councils. It was stated yesterday that the members of the subcommittee would probably be J.

P. Shaw. W. C. Reitz, Jacob SSofTel.

W. J. Zahn-iser and George W. McNeil. Thi3 would give select council but cue member and would insure the absolute control by Chairman Stevenson and Controller John B.

Larkin. Mr. Stevenson, as chairman of the general committee, will bi an ex-ofticio member of the sub-committee. Mr, Stevenson and Controller Larkin will be the most conspicuous persons in its proceedings, as they were last winter. Although Controller Larkin is not a member of the committee, he took a more prominent part in the proceedings last winter than any member and bids fair to surpass himself in this respect this time.

Whenever a department chief was called before the committee to explain his estimates he was subjected to a cross-examination by Controller Larkin. which led to many exciting scenes. The controller's visit to Cleveland and the visit of Auditor F. A. Kimball to Cincinnati, at the controller's, request, prore that the controller hopes to fix the appropriations for next year.

The controller has gathered a mass or figures which he will unload upon the fiub-corrrmittee to show that Pittsburgh is not getting as much for the money she ppends as other cities of the same size. The controller refused yesterday to give any information concerning Auditor Kimball's visit to Cinc'nnati. The estimates of the directors Of the variovis departments will probably be submitted to councils at the next meeting by Mayor Hays, The estimates will then be referred to the finance committee and by it to the sub-committee. The work of the sub -committee will be based upon these estimates. The city charter requires that the annual appropriations shall be submitted to councils not later than the first Tuesday in February, but this provision was violated last year, the finance committee not making its report until March.

Mr. and Mrs. Andrew Carnegie arrived here tonight and remain for the next three days. Tomorrow at 10 o'clock the trustees of the Carnegie institution will meet at the New Wjlinrd with Mr. Carnegie as presiding officer.

The majority of the trustees are expected, as thera is much important business to discuss and two vacancies on the board to fill. These were caused by the death of Abram S. Hewitt and William E- Dodge- The board of trustees is composed of five ex-officio officers, including the president of the United States-and the speaker of the house and the following executive board, most of whom are already here or expected early tomorrow: Dr. John S. Biliings, Seth Low, Lyman J.

Gage, D. O. Mills, all of New York City; William N. Frew of Pittsburgh, who came on tha train with Mr. Carnegie; Henry L.

Higginson of Boston, Secretary of the Interior Hitchcock. Secretary of State Hay. Charles L. Hutchinson of Chicago. Senator John C.

Spooner of Wisconsin, Daniel C. Gilman of Baltimore, Wiiliam Lindsay of Kentucky. Wayne MacVeagh and Dr. S. Weir Mitchell of Pennsylvania; Secretary of War Root, Justice Edward D.

White. William W. Morrow of San Francisco and Charles D. Walcott and Carroll D. Wright of this city.

There is universal interest in this meeting because it is generally known that some criticism of the work of the executive committee has reached Mr. Carnegie and there will be a. free discussion of ways and means to meet this criticism in the future. The greatest discontent has been expressed by scientific men throughout the country because of the absolute secrecy which envelops the work. No public report has been made of the work and there are conflicting rumors about important matters, and some of the leading universities claim that their institutions are injustly discriminated against In the matter of research fellowships which the institution bestows every year.

At present Johns Hopkins ia Baltimore, Cornell, and the Universities Of Michigan and Wisconsin enjoy the monopiy of fellowships. The University of Pennsylvania has shared but little in Mr. Carnegie's beneficence, although he is a great friend of the establishment. Harvard. Yale.

Princeton, and the great universities of the FaciSc coast have also been slighted. Dunns' the past year the Institution has spent thousands of dollars in sending expeditions to distant parts of the world to gather data. At present Prof. Bailey Willis Is making explorations in China. He haa with him 10 companions, including Chinese interpreters and assistants.

Prof. Raphel Pumpely of Newport. R. has just returned from a four months' sojourn in Turkestan, where he made a general survey of the human occupation of the region in reUtion to its physiography. Tomorrow night the trustees will tender a dinner to Mr.

The Ytu Light and Power Compaby has awarded a contract to the Westing-. house Electric and Manufacturing Company for the electrical equipment for its -hydraulic, power plant to located on the. Supt. of Electricty Objects to Private Companies Using City's Wires. Superintendent John A. Herron of the bureau of electricity talked with President John S. Wightman, W.

H. Stevenson and other councilmen at the city hall yesterday, trying to secure their assistance in amending the ordinance of the Pittsburgh Time and Signal Company when it is considered in select council. The measure is now in the corporations committee of select council. The company asks for the right to efect a signal system connecting stores and residences with the fire and police stations. One clause in the ordinance provides that the company shall have the right' to connect with the wires cf the city to enter the police and fire stations.

Another clause provides that the company shall have 48 hours in which to make repairs. Superintendent Herron is opposed to both provisions and wishes them stricken from the ordinance. He claims the proposed connection would interfere with the city's service in case of an accident to any part of the company's lines. W. CRAIG MEMORIAL.
