against him Democrats such as Rep Benjamin Rosenthal D-NY who led the battle against Holifield were angry for two reasons They contended that Holifield's bill would not Democrats of the necessary votes for a victory but-because of their seniority and influence they have been able to effectively sidetrack any rank-and-file maneuver to pass the provisions To Albert and the other holdouts their position is based on a non-partisan determination that President Nixon's handling of Vietnam is responsible and effective If Democrats miss out on a political advantage so be it The political advantages could have been considerable irres weapons for the 1972 election campaign Because of internal divisions the Democrats lost an opportu Nader charges they maintained that the House-passed
