policy departed the White House there has been a mass Democratic defection from the ranks of Vietnam supporters LOST VOTE On Oct 19 of this year members rejected by a vote of 215 to J93 an effort to win House of Representatives this 1 year have forfeited three potent i "i ency Well Democrats on the panel allied themselves with most Republicans and narrowly defeated efforts by two-thirds of the Democrats to produce a tougher bill Holifield appealed to fellow establishment Democrats when the bill reached the floor and won a victory there too though again most Democrats decisively voted against him Democrats such as Rep Benjamin Rosenthal D-NY who led the battle against Holifield were angry for two reasons They contended that Holifield's bill would not Democrats of the necessary votes for a victory but-because of their seniority and influence they have been able to effectively sidetrack any rank-and-file maneuver to pass the provisions To Albert and the other holdouts their position is based on a non-partisan determination that President Nixon's handling of Vietnam is responsible and effective If Democrats miss out on a political advantage so be it The political advantages could have been considerable irres weapons for the 1972 election campaign Because of internal divisions the Democrats lost an opportu Nader charges they maintained that the House-passed legislation could provide immeasurable benefits for the consumer while at the same time avoiding creation of the "super Egency" they saw resulting from the Nader approach Finally there was the tax checkoff plan to allow taxpayers to designate $1 of their tax money to finance presidential campaigns starting with the one next year Senate Democrats inserted it into President Nixon's tax reduction bill Mills chairman of the House Ways and Means Committee had endorsed the scheme in the House acceptance of benate Democratic Leader Mike Mansfield's amendment calling for a US military withdrawal
