Kennedy, said today the racial problems of northern cities are worse than those of the South and if left to ferment may lead to more violent explosions like the Los Angeles riot. The reduction in recruit training time, at Parris Island, S.C., and San Diego, was ordered to speed the training of Marines for the Viet Nam war. In knocking off four weeks, the Corps ordered intensified training and inincreased numbers of hours devoted to it each week. Paul Yoder Dies FAYETTEVILLE, N.C.

(UPI) -Paul P. Yoder, 68, former lieutenant governor of Ohio, died yesterday in a local hospital. Yoder served Ohio as lieutenant governor in 1937-38. He also was a three-term state representative from Dayton. He became widely-known in the 1930s as the leader of the "hatchet men," a group of Democrats who opposed Gov.

Martin L. Davey, D-Kent. Yoder is survived by his wife, Martha, and two daughters. Services will be Friday in Dayton. Solons Smoked WASHINGTON (UPI)-Smoke from burning newspapers filled a lobby just off the House chamber Wednesday.

Privately owned school buses must now be licensed by the state and the owners made liable for three-year suspension or revocation of licenses for safety violations. The busses must be inspected by the Highway Patrol and an inspection decal displayed. The second law bans pedestrians, farm tractors and machinery, bicycles, motorcycles, animal drawn vehicles and animals from Ohio freeways.

It hopefully would facilitate freeway driving and eliminate some accidents. The senator from New York is sober-faced, even grave in demeanor. That is the way he has been most of the time, since Nov. 22, 1963. He looks tired and tense, and a brief time in his company makes it easy to understand why.

His office in suite 1205 of the new Senate office building is a madhouse of feverish activity, with a dozen aides jammed into space hardly adequate for four or five, telephones jangling, secretaries darting hither and yon with papers, and an endless stream of visitors. The rate of Negro unemploy-1 ment, nationwide, is twice the white rate. And in many urban ghettoes, the percentage of Negroes out of work runs as high as 25, 30, even 40 per cent. Lack of work means lack of money and living in overcrowded, rat-infested housing. And it's doubly hard to take because all around them they see unprecedented prosperity, in which they. aren't sharing.

you surprised to find racial violence breaking out in northern cities that have prided themselves on having no segregation laws? A. No. During the Birmingham crisis in 1963, I met with many northern businessmen, newspaper publishers and civic officials who seemed to think that the race problem was confined to the South. I kept tryding to tell them that they would soon face even worse problems in their own communities. Unfortunately, none of them believed it.

Q.Why do you say that the problem in northern cities is more explosive than in the South? A. Well, the southern civil rights movement has been strongly led men like Dr. (Martin Luther) King who are hey committed to non-violence. It has been, for the most part, a well disciplined campaign aimed at breaking down specific segregation barriers. But the northern problems are problems of everyday living, in jobs and housing and education.

They affect too many people too directly for involvement to be restricted to those with the I patience, discipline and inclination to practice non-violence. And we are still looking for the same strong Negro leadership in the North that we have had in the South. Demagogues have too often usurped positions of leadership, with each one striving to outdo the other in offering unreal hopes and dangerous hates. don't think the Los Angeles riot was an isolated SCOTTS.
