Milton J.Shapp, who set up the Pennsylvania conference attended Thursday by about 500 labor, industry and political leaders Shapp and others called for an extensive public works program make our steel industry healthy before the entire national economy rusts to the Pennsylvania is the leading steel-producing state in the nation and one of the hardest hit by industry layoffs and cutbacks.

The proposals drawn up at the conference will be sent to President Carter, the White House steel task force now developing a national steel policy, and leaders throughout Pennsylvania Shapp said the public works program should include rebuilding railroad systems, expanding mass tran- Youngstown Hospitals Face Strike YOUNGSTOWN, Ohio (UPI) Service employees at three Youngstown hospitals threaten to strike at midnight Sunday if an agreement is not reached on a new contract. Kenneth Lewis, president of Local 627 of the Service and Employees Union said Thursday union members would walk out if a contract dispute, centering on wages, is not resolved The union's old contract expired at midnight Thursday. The union represents about 1,200 technical, service, custodial and maintenance workers at Northside, Southside and Todd Babies and Childrens hospitals. Those three hospitals make up the Youngstown Hospital Association, which is handling negotiations with the union The was rejected by union negotiators Wednesday and the two sides got together with a federal mediator Thursday but no progress was reported Another negotiating session was scheduled for today Gene Springer, a spokesman for the hospital association, said the hospitals have begun to reduce the number of patients in in the event of a strike.
