If, and when, WB becomes available locally (Chicago superstation WGN carries WB via cable), viewers will find an entire evening of Sunday programming and a two-hour block on Wednesdays. The Wednesday evening lineup, effective Sept.

6, will consist of "Sister, Sister" at 8, "The Parent 'Hood at 8:30, "The Wayans Brothers" at 9 and "Unhappily Ever After" at 9:30. The lineup for Sundays, starting Sept. 10: "Pinky the Brian" at 7, "Sister, Sister" at 7:30, "Kirk" at 8, "Simon" at 8:30, "First Time Out" at 9 and "Cleghorne" at 9:30. WB is carried in 81 percent of the country, with 19 percent of that coverage provided by WGN. It has averaged a 1.8 Nielsen rating and a three share since it signed on the air last fall.

UPN (United Paramount Network), is also looking for a local affiliate. WLTZ-TV carried Year One of UPN programming but now is interested only in "Star Trek: Voyager." UPN also offers three one hour dramas including "Live Shot," "Nowhere Man" and "Deadly Games." Wednesday with the premier episode of "Kirk," starring Kirk Cameron. It is unknown whether some area viewers will be able to see the show. WSWS-TV, the Opelika-based independent, has been negotiating with WB to carry the network's complete offering of prime time programs, 10 in all, including two fresh episodes of the former ABC series "Sister, Sister" each week. But there's a catch. Channel 66, which is carried by TeleCable systems in Lee County and Columbus, is on the sales block.

General manager Walter Dix said last week he understands the current owner the Genesis Media Group of Tampa, Fla. is close to selling the station to one of two parties. "Both groups," he said, "have indicated they will carry the WB offerings." He did not divulge the name of either of the potential buyers. WSWS offers a potpourri of programming, including offerings from America One and Genesis Entertainment. It was 8:30 A.M.
