Dec. 11. (Special.) Harry Moore, a mall carrier of this city, who has been in the postal service more than l) years, was elected vice president of the Western Pennsylvania and KaHtern Ohio Letter Carriers' Association at the annual convention at Kftst Liverpool. Mr. Moore, who wears four stripes on the anil of his uniform In token of his long service, has alwavs been active In improving the postal service and the condition of the carriers.

The association embraces Pittsburgh, McKees Kocks. New Castle, Beaver Falls. Sharon and other Western Pennsylvania cities. William K-rrinan aR'd a member of ihe Vanhandle Train Break foini. A demonstration of one method of handling suburban trafiic was piven by the Panhandle Kailroad yesterday morning when an engine hauling the Primrose accommodation, the nrst train in along the main line, broke down between Oakuaie and Greggs Station.

Instead of sending out a relief engine the train was held until Ihe Steubenville to.) train arrived, about three-quarters of an hour later. Passengers were transferred to the second traki, crowding it hevond lis capacity. The Steubenville train is not scheduled to stop between Carnegie and this city, but as it was taking care of the Primrose train's regular slops, it made a stop at all intermediate stations. By the time the train reached Crafton passengers refused to board it and hundreds at Cradon, Ingram and Sheraden waited until a later train. The Steubenville train arrived at its destination about a half hour late, and it is estimated that S-00 patrons of the road were late In reaching their work.
