A A A A Council Votes Three-Hour Limit in City Parking Lots Molorists who frequent City's five downtown off-street parking lots soon will be handed red tags if their cars are not moved within three hours, the City decided Monday at its regular October meeting at City (Hall. First reading of a new ordinance limiting the length of parking time on municipal lots was the major lar item in session the in council's several shortest reguyears. Mayor Howard Bruce and all six councilmen present needed only 75 minutes to polish off a month of business matters. Discussion on the parking lot problem itself took fewer than 10 minutes but resulted in a four-two split among councilmen as to whether or not a time limit actually should be imposed. Sentiment expressed varied between "We have.

to do something now" to "Just because Waterloo does it, there's no reason for us to follow suit." Mayor Bruce initially, brought the matter to the attention three. months ago. He said many businessmen have comby plained that certain automobile owners have monopolized space on the lots--getting there early in the morning and remaining all daythus robbing shoppers and out-oftowners of convenient parking room. Time Limit Suggested Councilmen first passed over the subject without comment. Last month, however, Mr.

Bruce asked that meters be installed on each of the lots in an effort to improve the "turn-over." But C. E. Leffler was among several members of the council who said meters could ruin not the city's good will. He suggested a three-hour time limit, with police, to do the supervising, (The present limit is 48 hours). When the proposed three-hour limit ordinance came up for age on the first reading Monday, passCouncilman Edward Kelly bitterly voiced his opposition.

first "What's served wrong basis?" with a -first comehe declared. 4th "We originally purchased the lots to what's give residents free parking and, more, to get their cars off the streets and make room for the 7 shoppers. Now we're talking about 3rd a time limit!" 21 The mayor and several other councilmen took an opposite stand. They Davenport pointed out that Waterloo, and Cedar Rapids are just a few of the cities which have reverted to metered lots because of complaints from car owners who couldn't find parking spaces. To Insert: Clause Before voting on the measure, the council told City Attorney Ray E.

Clough to insert a clause in the restricting the lots to three-hour parking from 8 a.m. 05 p.m. each day, Sundays and holidays excluded. The lots would be open for unlimited parking during other hours. Ben Nevertheless, Kelly and Safford in Lock both opposed the ordinance, when it came to a vote, "Yes" votes were cast by Lloyd McGee, Loffler, Henry Rheingans and Oscar Jewell.

The measure will go into effect after its third reading in In business, the council formally approved resolution ordering a ballot on proposed 000 bond issue for a north fire station. The bond issue, defeated in last year's general election, again will appear on voting in (the municipal election Nov. 3. A proposed $65,000 bond issue for the purchase of Skyland Park swimming pool also will be on the ballot. Councilmen authorized a change in zone for a parcel of land (the old Cookman farm) located at the intersection of 19th S.W.

and the west city limits road to be develloped as a joint residential-business area. The zone change. request was made by. the Mason City Investment Co. which is backing the proj-1 ect.

The Planning and Zoning Commission previously had approved the change. from agriculture to single -family and busi- ness. No Objections City Engineer C. W. Hamblini said the engineering department bad no objections to the zone change since sewer and water extensions readily could be made from existing lines in West Haven.

Attorney C. Frederick Beck, representing the investment company, said definite plans for the rezoned area could not be revealed until preliminary plat is drawn up. Hamblin reported the total cost of laying a storm sewer in the Hoover School district was $17,724, including engincering costs. The council told Hamblin to get new costs total before the including cost the is divided engineer's between the city and school district. The project was initiated last summer as a joint city-school undertaking.

The total cost will be somewhat under the previously imposed $20,000 maximum. Class beer permits granted included Voiture 66, 40 and 8, N.E. (located at the rear of the former Legionnaire Club); Boston 1308 Cafe, 339 S. Federal; Amvet Club, N. Even though it generally is expected that fellows from Texas are six. feet four, and wear ten gallon hats, this of sprawling Wharton County for 18 years before he decided to run for Congress last fall, does not meet either of these requirements. Little Guy As a matter fact, Lane, to whose activities many of this nation's popular magazines devoted considerable space during the past few years, is just a little guy who (doesn't look a bit like a sheriff is supposed to, but he's a whale of a fellow according to his friends down Wharton County way. According to "Buckshot" Lane, who got his nickname because his eyes look like buckshot, public opinion is among the most powerful of all weapons when it comes to keeping the peace. Radio Program To back up his thinking, the quiet littie fellow whose eyes sparkle when he talks, inaugurated a daily program of radio nouncing to, his citizens of Wharton County, keeping them advised Jof his activities and informing them on items of interest.

Apparently it worked, records show that law enforcement during Lane's time was something to brag about, even for Texans, and they kept him on the job for 7,18 years before he resigned last "fall. weeks after it was introduced Willson.
