CASHIER TO BE NAMED By Houston and Must Give Bond for Security. Guthrie. O. Aug. 22.

The board for leasing school lands finished an important meeting today. The board which consists of Governor Jenkins, Secretary Grimes and Auditor Baxter took up the matter of the rules to govern In the new counties, and after drafting the same. ordered typewritten copies made, when they will be submitted for final ap- prpvement Saturday. Secretary Houston was authorized to name one of the clerks as cashier. The cashier will handle all the funds of the office and give a bond for the faithful performance of the work.

E. E. Drake, of El Reno, appeared before the board and asked the approval of some leases on lands in Greer county, where a company wish to prospect for oil. This is a new departure and the matter was tak'-n under advisement. Rule 14 of the Rules and Regulations tor leasing school lands was ordered amended as follows: RULE 11.

Any lease may. upon the payment of all rentals due or to become due within the next ninety davs, relinquish to the Territory all his rights, title and interest In said leas- upon condition that a new lease le granted to any responsible per- son. nam by the leasee, but such ralin- quishmt nt shall not operate to discharge the lessee from any obligations under the lease or relieve him. or any Joint principal or surttv. from payment of any notes given for rental of the land until the peron named in tho relinquishment shall have executed a lease for the unexpired term and made good and satisfactory notes for all deferred payments.

And the Secretary of the Board shall demand and receive th- sum of two dollars for each transfer of relinquishment, to be credited to the fund to wlilch the lands so transferred belong. It has beer, the custom in the past for the lessees to transfer their holdings, and then they would send in their leases, -ask that new ones be made to the person who bought their claim, and the ofice wiM allowed to do the ork for the 'fun of doing it. The board iook the view that when a sse sold out he could afford to pay the necessary cost. of- the pew lease and the transfer on the book, --and placed a Wc accordingly. As soon as th? rules fiOrUhe Kiowa and Comanche lands are approved and the appraisement Is mad" by the board, tho work of leasing will begin.

This will be in about two weeks. There is going to be a big demand for these lands, as there is much inquiry now, and many applications sent to the ofHce. At first It was the In tention of the board to lease all the lands west of the center of the reservatloln in tracts to suit, and only hold the 10) aero to one lessee rule good to the eastern part. But it is now almost certain that at 0ast three township-? wide will be held clear across the north line of the new counties in which only a Quarter seotlon wiu be leased to ono lessee, i0 VtK tlbN WUmAN" tteverend WataoiiN Speech In London Ucforc White Friars' Club. and above alb the right to efforts by her own steadfast and bright example. I take it that the sum and substance of woman's ambition wKen sh talks of her advancement in life and work is simply to help Sovereign Man" not to help herself so much or nearly so muck as to help the whole work of the arts and letters this most or should be her chief concern. Rom Bon-heur has filled a court la th palace of art; George EOSot has btnlt ir coraer of the tempi of English literature: woman can be either a Rosa Bonbour or a Gorge lindseer or a Walter Scott. There should bs no quarrel. Tbne is lest and temper wasted In dlscaesiag comparisons and equalities.

Th rewards of art are the same for both sexes. Failure means poverty and eon tempt: success means the envy of malignant rV.nds. It has always been so. and always will be so to the end of time. No worker in art or literature ever gathered the roses of trvi'ph ut th thorns.

We women may justiy proud of the fact that our work In every branch of art and industry is beginning to be as recognized factor In the Progress of civilization, but I think we should be that whn TO mucK we do not lose anything. 1 Dr. Watson, in his admirable speech. has gone ery much along the old lines concerning the mistakes of woman for Instance, how she 'tidies up" man. May she long continue to do so, for.

alas' he is by nature a most untidy mortal. He has also touched on her love of dress. Long may she continue to be better dressed than he Is! He has also spoken of her love of gossip. I venture to say that I never endured such a babel of gossiping tongues as I once heard while being entertained to luncheon at a men's club, nor have 1 known many more reputations picked to pieces than on that occasion. I admit that women are very good at that sort of work, but so are men.

It Is a ase of six of one and half a dosen of tho other. And as regards our love of dress, we really have to thank "Sovereign Man" for it. He does not have to see us dressed in his fashion he complains and strongly disapproves If any one of his family should attempt to put on clothes In the least like his. Therefore we have to dress more prettily to please blm, and we do it We generally succeed In pleasing him. too.

So let us always please him. and try by what call our 'advancement'' not to repel him. but rather to doubly attract and fascinate him. We do not want to be his rivals or combatants; seek to be his friends and helpers. I am sure that is what all the best women wish.

They don't want to be lonly, independent creatures roaming abvut the world without a man to say a kind word for themu They want to be the- friends, tho companions of men, and help them in try. good cause. And I repeat th we should b' areful not to repeal "S.o.oreign Man" oar so-called "advancement." We should, on th-- contrary, show him an -used charm of manner, a greater kindness, a greater helpfulness for every man Is our naturally born admirer and worshipper, and it rests entirely with ourselves to keep htm so. Ladies and gentlemen. I have no more to say except thank Dr.

Watson for the somewhat doubting manner In which he proposed "Sovereign Woman" ar.d also to thank our hosts of the hitefrtaxs for the cordiality with which they responded to that rather hesitatingly handled toast 1 thank Dr. Watson and tjib Whltefriars club on my own behalf and on behalf of my sex here present for their amiability toward us. However much we women msjr be haled from our thrones tomorrow in the conflict ot this work-a-day world. It is pleasant to remember that we have been so graciously acknowledged the queens of tonight.
