Conducted by Minority Leader Mann, an expert in filibusters, the friends the Lincoln Memorial project forced the clerk to read the journal in full for the first time in many years. Mr. Mann conducted the filibuster. He said, "to teach the other side that the minority Is not to be trifled with."
