bsI the past, says The public patience is. we believe, hi wearied out with thai sort of thing. We want short telegrams ai.nouncing tln.t something is doing, rather than loug apologist ic rigmarole in defence ul doing nothing. The nation is pruitipily meeting the vast demands of the government for men and means wherewith to prosecute the war, and it will insist that the war shall be prosecuted, and by all possible human exertions and sacrifices hu tied on loan end. The most cruel and co-tly policy, beyond all comparison, is that ut delay.

Ireasure und life are fearfully v-asted with every hour of procrastination Mid in decision. It it were possible to breathe into some leaders our forces the IierJ energy of Gaston de Foix, and nerve their arms with the iron severity of an Alva, the speediest and severest blows they could deal to this rebellion would in the end be mercy and humanity. We are willing to bury the past, bet it be taken for granted thai the interminable vindications of the campaigns of the Potomac and the Peninsula, winch have lately, by a mysingular contneidenee, been spread before the public in widely different journals, have been entirely successful. The General who needs such tiresome deuion-stiations of his military capacity, is, in our humble opinion, more likely to triumph over the patience of the public than over the valor and strength of the enemy. But let that pass.

Suppose it to have been demonstrated that, while our army of the est swept down from Cairo to Memphis, that of the East was held still and spellbound by some profouud and searchable reasons of military policy, yet now let us humbly hope that the force of those reasons has passed away that the swoop of the eastern wing of the American eagle is speedily and terribly to follow that of the western; that government, army aud people will hereafter be intolerant of delays, and all be animated by oneconvictiou, that in a contest where order isiuatched against anarchy, democracy against oligarchy, uuieu against dissolution, freedom against slavery, a full exchequer agaiust an empty one, a magnificent navy against empty harbors aud rotting wharves, aud twenty-three millions against five the war need not, and ought not aud must not drag its slow length along through even another six mouths. ien. I'illow's Negroes. A letter from Helena, Arkansas, says: And as 1 see that Gen. Pillow is much exercised iu mind aboiu his negroes, 1 will give him all the information 1 can on that point; and may they be words of comfort to his troubled soul.

Prompted by curiosity, 1 visited his plant ations the other day, and found occupants plenty, aud his abundant crops of corn were being served to a noble purpose, for they were being extensively taken as feed for the Federal cavalry horses, and one or two fields of hundreds of acres began to look a little barren and deserted. And then it will be a still greater consolation to him to learn that his negroes are doing a blessed work, for they are daily matched in squads to the landing, and there are cheerfully permitted to relieve the Yankees by unloading boats of commissary and many of them pride themselves by whirling a whip over a six mule team, and so far as outward appearances indicate, they are ail cheerful and happy with their lot. Now, if these words of ion will be of any consolation whatever to Gideon .1., he is welcome to tbem, I am sure, for they have been spoken in tenderest regard for his feelings. I'AI'tB Mi3l't ACTl'RK AT NuciAR FALLS. It is not generally known that all the paper used for the weekly and semi-weekly New York Tribune is manufactured at Niagara Falls, at the paper mills situated on the island between Goat Island and the Americnu side.

We learn from Mr. Petti-bone, the superintendent of these that the paper now manufactured there is wound upou large spools and printed at the Tribune office in an endless sheet. They have machinery expressly fitted for feeding their huge presses, iu this manner, whereby they save the labor of twenty hands. The labor of four hands is also tv ed at the paper mill by this process of manufacture, as it does not have to be cut, folded or counted. It is sold by weight, which isA-asily ascertained.

Rochester Democrat. AruitA.v iiiu ation rnoM Hirkison Cot-NTT. On last Saturday night fome dozen intelligent contrabands, belonging to Messrs. Gore, Reynolds at-d Morrison, whose farms join some four or live miles north of Clarksburg, took their departure for Pennsylvania via the underground railroad, carrying with them an equal number of valuable horses. No vigorous pursuit was attempted, the state of the country out there rendering it too hazardous.

They were followed a short distance in the hope that they would abandon the horses, but the presumption is that the negroes escaped and got the horses away with them. Rather an expensive kind of property that, which not only takes wings itself but carries off other chatties to aid its escape. Letter sell to Uncle Sam. Mote money in it. Wheeling Intelligencer.

Stout or ax Alabama Conscript. Daniel Carroll, formerly of Taunton, Massachusetts, who had been dratted into the Eighth Alabama regiment, was captured at the battle of Fair Oaks. He described the rebels as growing more desperate every day. Just before a battle, they are put on half allowance to make them hungry and savage, and then they are prepared to tear our men to pieces. He says they do not even spare our wounded, and confirms the statements made of inhuman cruelty on the part of the rebels.

He states that a large tract of ground just outside of the city of Richmond is mined with torpedoes. The rebels are kept off by a guard. Tub New York World says that of the steerage passengers of the City of Hulti-more, on her last trip, upwards of forty enlisted in the Union ranks immediately on their arrival. Some of these were Uritish soldiers who had served their time, aud who will prove a valuable accession amongst our raw levies. Taking the arrivals and departures of one company alone the Liverpool, New York and Philadelphia line the returns shew that we are receiving three emigrants of this class for every wo that leaves us.

la three months the aggre gate of arrivals by this liue has been and of departures Emancipation. Twenty-one negroes, former slaves of Willis Horde and Thomas Gardiner, were Thursday morning emancipated by the Provost Marshal General. The negroes had given evidence of importance concerning rebel movements, and were owned by men whose disloyalty had been fully proved. Under the recent act of Congress, they accordingly became freemen. St.

Louis Union North Cabomna Election. The rebels have been badly beaten iu the North Caro-olina election. Col. Vance has over majority for Governor and the "opposition'' have carried almost every member in each branch of the legislature by a Hill greater aggregate majority. Every candidate in favor of coutinunnce ef the war has been defeated.

Out of a voting population of 10 in the town of Oregon, Ogle county, 111., 1DU have enlisted. On the last call it furnished 12 men more than its quota for the Fkost. There was frost in Dedhnui, Milton, Dorchester iod Quincy, Massachusetts, in damp Sunday morning last. Tub amount of swearing in New Orleans up to the lth inst. is: Oath of allegiance, Alien oath, 2.100; Parole oath of rebel soldiers, 4, 083; rebel officers, 211.

THURSDAY MORNING, AUG. 21. The Army of the I'uloiuac. Let us rej.iice tluit the army of the I'o-tomae been from its periloux condition and is now safe, probably at Yorktown, where it started frotu last spring in all its pride, and tungniticr-nce of men and materials. Over one hundred aud fifty thousand men entered upon this booties! expedition how ui-iuy have returned we cauuot say, hut probably not more than half of those who landed on the l'eiiinsula with hopes and brave hearts.

This splendid army has win lledaway In marchings, and diggings, and swamps, and in glorious fightings at a disadvantage, and it return, it is Slliil, with glujuess mingled with Tegret gladurss at its deliverance from a hopeless enterprize, and regret that it had been prevented, by a luck of generalship, from accomplishing the work the Dation confidently expected from it. A fearful responsibility has been assumed or has fallen upon somebody for this stupendous fuilure, and they or he will be strictly held to answer for it. The nation in this time of peril is long-suffering. It awaits another time for calling those concerned to account; but they need not think to escape. Such grand sins against a confiding people cannot be passed over.

No one blames the army or the Generals of IiTisions and Corps. All have won imperishable reuown. May they march to their next field of conflict under better ices. In the of this army, which has been adroitly managed, we see the able baud of lien. 11 iLLtiiv.

He sent I'ot'E to threaten Richmond on the North, and lrasstn to cut off their railroad couuectious, thus compelling Lee to send Jacesox with a large army to Gordons-Till. Having his preparations all made, at the very moment when the enemy had his eyes turned to Tope, having previously deceived hiui as to his intentions by the attack on the field of Malvern, and by sending a force to the south sido of the James, he suddenly moves the Potomac army out of its dangerous position, and before the enemy found it out, the army was gone. It was ably done. There are some fears now for Pope. The enemy, enraged to find himself out-gener-aled, may precipitate all his forces upon and Washington, before the Potomac army can get up.

This has, no doubt, been anticipated and provided against. Pope may be in some inger, but McClella.h's army can be at Washington before the rebels can reach there. The questions now urine, are there to be three independent armies in the field, commanded by Pope, lii BNstiie and McClel-ian, or will Halle, take command in tie field in person, or will he remain at Washington, and pbice the army for the capture of Richmond under one head. We trust the error of independent comiaauda in the field, which proved so disastrous in the valley of the Shenandoah, will not be re-pci-d on- the Rapidan. If these armies are massed, it will form a splendid army of seasoned veterans, which, under an en-terpriiiug commander, can march to Richmond within twenty dAys or less.

At all events, we hope spades will be left behind. "A venerable conservative suitesman, fresh from his labors in Congress, recently met in our city the representative of the most powerful empire on earth, and spoke to him exclusively of the influence and immeasurable success of his numerically small party in moderating and guiding the National councils in this stormy crisis. My gravely responded the ambassador, 'be entreated not to deceive yourself. Your country is in revolution, and no revolution ever ends in the success of the middle party. Far yours, but one of two results is possible Disunion or Abtli There is no man of sense in the nation, whose mind is not blinded by prejudice, but must acknowledge the truth of the Statement of the ambassador "but one of two rcmilM is possible disunion or abolition" Sow, ye wise men; ye patriots; ye lovers of your country, choose ye.

Let the absurd, wicked and disgraceful prejudice against the black man govern your intellect, ana you will dec de against abolition, and although you may not admit that you mean disunion, yet you are shut up to one or the other. Chooee ye, and choose wisely. Thk New York JlTald has entered upon a discussion with the Anglo-African the organ of the colored people of New ork opon therespective meritsof the two papers. HERALD AND HIE A.VGLO-AFKICAX. In an article in the Herald of April 1st, entitled "The Negro in Town," that paper takes occasion to puke fun at the comparatively stringent pecuniary circumstances of our humble issues, monthly and weekly. A friend, on reading thia fling, bids us not be discouraged. He assures us that one of the largest newspapers in the ciiy was Bori in a grrrt, )n a kitchen bred that said paper, twenty odd years ago, emerged daily from a cellar down town, about half the silo of The Weekly Angto-Ariean and one day the editor made a most piteous appeal for some one to lend him three hundred dollars to save his paper from ruin. This friend a colored mechanic at that time, a retired gentleman now had made up his mind to go and lend the editor in question three hundred dollars, when, on opening the paper next day, he found a violeut article against the negroes.

This shut up that gentleman's pocket, but understood that a colored brother (our namesake, but no relation) did lend the editor of that sheet the three hundred dollars, and thus saved Ths New York Herald from an early death. So tlie New York Herald at this moment actually owet itt emt-ence to a timely Mfrom a negro capitalist I Both Th Herald and the capitalist still lite," and the capitalist is said, on many subsequent occasions, to have contributed to ths tucceu and notoriety of The Herald and its proprietor, ti every way in which both are or have been notorioui.
