The of the workmen are taken with the Pay Rolls to the Mayor by the Street Commissioners, who delivers to these omcers ine warrants ror the individuals named upon the Pay Rolls. Toot Committee are of opinion that these vouchers for the receipt of warrant, in payment oi wore done upon the streets should be probated, in the same manner that other olatms against the eity are now, by ordinance, required to be probated.

Thty therefore respectfully ak tile passage, at this time of the ordinance which is herewith submitted. Ia view of the large, and i innnrtlly increasing amount of work necessary to be done upon the streets of the city, your Committee recommend that a different plan of improving the streets be adopted similar to that which has been adopted in Philadelphia or Allegheny City. This is a matter whioh we earnestly recommend to the early eonaideration of the next Councils. Owing to the continued high stags of water daring tbe past season, it has been Impossible for oontt-actors to procure paving stones and gravel to complete their contracts. Tho time for completing them was oa this account ex tended by your Committee until the first of Sep-te-nber 1856.

Herewith we present a schedule of the work contracted for and not finished, together with the rates of the oontraets, the names of the eon- tractors aad the estimated eost of each job. as maas By toe iteeorumg Kegulator. A TFEATER. REPORT OF TnE WATER COMMITTEE. 7. taa and Common Council of the City of SMKSavy Your Committee respectfully present ff.ryoup consideration the aceompacyUig annual reports or the rupenntenoant an Assessor wbtott ax-hibit ia detail tba opo rati oaa of tbe works, and Ua amount af WatarjTaxes amessed for the past It was thought by your Committee that brief statement of the eost of the works would be iaterrstisg, aad ia the research eonsenneat on that deoiaiaa many interesting mixuaireeaoea were brought np. Tbe subject of a uniform sup ply of pure water was agitate! with varying roo- wntn amniaieiy on rebruary lit, 1824, "An ordinance providing for the raining a sttrs of money on loaa for supplying the city of Pitts- burgb wita water was pasied.

Ths first let for Engine Home oa the bank of the Allegheny river, was bought for $1,425 and the lot 240 feet square, known as the fjrsure It ill purchase was nought Tor i.MXJ. The Water Committee made their first annus! report Janaarr 9. 1827. In which occurs tbe following words: "Upon the disposition of the eitisens at Largs sexpreased in the most unequivocal manner, to sustain a tem porary Durtban for tbe sake of aceompliihing two permanent objects of ths greatest impor tance to ins com rort ana safety or tbe eitv. vis the affording aa ample and eonstant supply of good water aad security against the ravages of are, tbey at once prooeeded to contract for the work to bt done." Ths first revenue was realised in 1829 and amounted to $3,086.

We do not propose persuing the progress of the works ap to ths present time, but from the documents at oar eommiad, and the reports of previoas Committees, present the following as a close ap proximation or tbe eoet and condition of the works at ths present time As near as can be ascertained the total cost of tha lots, reservoirs, pines and ma chinery as they now stand la $677,700 b6 Less tne amount or real estate sola by order of Councils $54,700 00 Leaves the estimated eoet of works $020,809 86 0a this amount It is estimated that $243,240 86 was paid oat of the annual appropriations and that tbe city pays interest oa the balance $377,069, whioh at 6 per cent is $22,624 14 The balance in favor of the eity this year over expenditures ts $28,261 46 Te this add miscellaneous ra- eeipte from water tax oa new buildings, ferrules, ftc $1,200 00 Total balance ia favorof the city $29,451 46 aad then after deducting interest, commissions and reductions, there will remain a balance for the city of nearly We trust that this favorable state of the finances of tha works, may continue to Improve. We cordially agree with the Superintendent In recommending the gradual removal of the lines of pipe ment'oned in his report And in order to do so successfully, would recommend Councils to eoatinue their annual appropriations to make such improvements as the safety of the city may from time to time require. Tbe water rents are generally cheerfully paid, and perhaps will be paid with greater satisfaction whea told that the rates of assessaients are much lower than ia any of the principal cities of the Union, and that bo city has such aa unlimited supply of pure water. 1. The assessments this year anmbsr 9121, being aa iejerrease ef 460 this year; the increase ia revenue is $1,450, aad but for the unusual number of vacant houses at the time of making tbe assessments would have shown a still greater id-erease.

Your Committee desire thus publicly to exl press their confidence in the several officers connected with the department, and to ascribe to the faithful discharge of their respective duties much of the success attending the works daring the past year. All of which ia respectfully submitted. 1 JOHN ALLEN, ISAAC J0NE8. JOHN 8. KENNEDY, JAMES DUNCAN, ANDREW SCOTT, U.
