The meeting was appointed for three o'clock, but at that hour the witness was not in attendance, and although it wm stated that he would presently pat in an appearance, he failed to do so np to six o'clock in the evening, when the Commissioner adjourned the hearing. Kemp had been snbpmnaed, and when it became apparent that he desired to avoid testifying, an attachment wm issued for bim. Ira Butler and another officer who weut in search found their man, and bad him in custody, bat, he dodged them in a saloon, taking refuge Ai a room from which all efforts to extract him failed. It appears that Kemp was summoned on behalf of tlte contestant, J.

A. Butler, and bis non-appearance, in obedience to the subpoena, after rowing to tbe city, well as hia escajte from the officers who had him in charge on the attachment, led to the belief tltat be bad been tampered with by somebody. It is intimated that bis testimony would have been damaging. The contestant and his friends feel chagrined over their failure to meet and take charge of Kemp on his arrival in tbe city, as wm intended. In view of the circumstance, interest in tjiis protracted case has been revived.

The repeal of the resumption act would depreciate greenback to ninety, eighty and seventy cent no one know how low. To make depreciated paper nay tariff is to re-duce the tariff to tbe extent of the depreciation. W'orkiugmea will not vote to reduce tbe tariff Tbe substitution of greenbacks for gold will withdraw tbem from circulation among the people, take them to the seaports, and contract the currency to that extent. Greenbacks would also fail below silver, if the resumption act ia repealed, and silver win be boarded by the law that cheap currency circulates to the exclusion of dearer. This would contract the currency to the extent of tbe silver now circulating.

To try to keep up the volume of currency by issuing more greenbacks would further depreciate them, still reducing the tariff. (3.) The depreciation of greenbacks would reduce wases to the extent of tbe de preciation. (4.) Inflation increases the cost of manufactured articles to tbe extent of the foreign markets we cut off, and this brings overproduction; but it is really nothing of the kind, but makes goods too dear to export. This is why our money is ffir, or honest money, and ric versa. Resumption if put right is a popular law.
