THE OAKLAND TRIBUNE LOCAL-3 SUNDAY. June 17. 2001 Community 'Calendar Know 7 city neighborhoods with new Oakland guides THE "NEIGHBORHOOD PROFILES" are a series of eight fold-out color brochures providing essential Information on demographics, land use and development opportunities for Oakland's seven community development districts and hill areas. Now in their second printing, the profiles also summarize the histories of each district and include a listing of how federal Housing and Urban Development Community Development Block Grant funds have been allocated In years. Each profile Includes a color-coded land use map that details block-by-block rest- dentlal (differentiating low, medium and high density), commercial, and industrial parcels, as well as Identifying 'parks; churches, community meeting facilities and historic landmarks.

The profiles are Intended to be used by all Oakland citizens to help them better understand their neighborhoods, but they are of particular use to community and business leaders, city department staffers and elected officials in preparing market analyses and establishing policy directives. "We think they are a great resource, says Naomi SchlfT of Oakland Heritage Alliance. We have used than in the past to develop our summer neighborhood walking tour series. Cultural Heritage Survey flies reveal the distinctive masonry tower was built tn 1927-28 by the locally prominent Arm Reed and Corlett for Mutual Stores, a dairy business founded In 1917 by Denmark immigrant Emil Hagstrom.

Hagstrom came to the United States In 1903. He spent time in Michigan and Nebraska learning the dairy business before moving to Oakland to open his first small creamery outlet. The flies say he reportedly pawned his gold watch for $75 to open the store; hoping that tomers would be willing to save money by purchasing products on a "cash and carry" basis rather than relying on traditional home delivery. He called his business "Mutual Stores" to reflect the mutual benefit to his customers and his suppliers. Within six years there were 22 stores, then 100 on both sides of the Bay carrying a variety of grocery items.

Hagstrom decided to build his elaborate headquarters building with Its ornamental tower on E. 14th Street (now International Boulevard), where It could be seen In all directions. It was even illuminated at night. Some 20,000 people were on hand to attend the opening celebration. Safeway acquired the business in the early 1930s and occupied the headquarters Into the 1980s.

The current owner leases the building to various tenants. It appears Individually eligible for listing on the National-Register of Historic Places, survey evaluators have found, because of Itshigh design quality and association with California industry. "An important thing to remember about updating these profiles.
