It restores the appropriation for the salary of Minister to Portugal, and provides for Commissioners and Consul General to Ilayti and Siberia, instead of Ministers, The bill contains no appropriations for ministers to Greece and Home. It reduces the contingent fund of the State Department from $65,909 to omits the salary of the Second Assistant Secretary of State, and fails to appropriate money for the following objects: F.xaminer of Claims, rent of State Department building, and Superintendent of Statistics. Dispatches by Cable and Boundary Commission. The bill contains a provision that no Consul General, Consular Agent, or Commercial Agents shall be paid except those specitied in the act, and all laws and parts of laws providing for the payment of any other consular officers than those in this act specitied, are hereby repealed, and all monies received for fees at any Vice Consulate or consular agency of "the United States beyond the sum of one thousand dollars in any one 5-ear shall be accounted for and paid into the Treasury in the same manner as other moneys received by olliceis of the United States. The number specitied in the act is about one hundred and sixty, leaving upwards of four hundred aoBsuls and commercial agents to bo no longer paid.

Mr. Parker then got np, went to the back part of the car, and told Hull that he would have to sret off the car, as he had acted too badly to remain. Next thing I beard was Parker laying that he was not a righting man. I saw Parker step off the car; did not see any weapon in his hand.

Hull then spread himself on the Bide track, but I could not hear what he was saying. Mr. Parker was on the platform, holding by the car railing with one hand; he bad a lantern in the other hand. Hall was abont the width of two tracks from Parker nine or ten feet. The disturbance then commenced, and I went into the car.

As I was going into the car door I saw the lantern drop fioui Mr. Parker's hand. He then jumped upron the platform of the car, exclaiaiine: "Ob, my God, my God, William 1" He was addressing me. He reached towards the bell ropie. I pulled the cord, jumped off the train.

We then laid him in the aisle of the car, and upon opening his clothing found that he was cut on the left side below the ribs. Observed a cut in his pantaloons and ons ia his shirt. His intestines were protruding for the wound in his body. While at Nineveh station saw a cumber of persons get off and on the cars. Witness afterwards went down to Florence in compauy with ten or twelve oilier persons, and ascertained that Hull was at Wm.

Donnelly's house, near Nineveh. Went 10 the house about two o'clock in the ir.ornir.sr. apt! was told that he was not there. The door was afterwards opened, when Hull was discovered. He threw up his hands, saying was the man.

when he was arrested, his hands tied behind his back, and he taken to Florence. Mr. Donnelly lives about a darter of a mile from Nineveh, on the other side of the river, and ebout a mile and a half from Hull's father's house. Dr. John Lowman, sworn Reside at Johnstown, and am a physician and surgeon by profession. Held a ptt riurtfi examination on the body of Charles II. Parker at Conemaugh Station, on the 31st of December, 107. I found a wound on left of ihe abdomen, about three inches below the ribs.

The wound externally as about an inch widu, and penetrated several inches in a perpendicular line into the body. The wound was the caue of death. TESTIMONY OF A PASiSE.NGEK ON THE THAI. Tlie Murder of Conductor Parker. Trial of Samuel Hull at Greenslurg. First Day's Proceedings. Yesterday morning the case of Samuel Hull, indicted for the murder of Chas. H.

Parker, a conductor on the Pennsylvania Railroad, at NInevah station, on the 30th of December last, was taken np in the Court of Oyer and Terminer, in Greensbnrg, before Hon. Joseph Buf-fington, President Judge of the Tenth Judicial District, and Hons. Robert Given and Matthew P. McClelland, Associates. The particulars of the case are well understood, rendering a recapitulation of them unnecessary.

Oa the 30th of December last, the defendant took passage on the Johnstown Accommodation train, from Florence station, for Johnstown, and while en rtmte for the latter place, became involved in a difficulty with Mr. Parker, the conductor, and stabbed him severely, causing his death. The circumstances of the homicide being fresh in the minds of the community, and the parties being ell known, the attendance at the trial was very large. At least four hundred p-ersons remained in the Court Room during the entire day, and manifested unusual interest in the proceedings. THE AftltA IONMENT.

The prisoner was arraigned in the usual form, and after the indictment had been read to him by Mr. Gross, the Clerk, he entered a idea of not gnilty. Ilnil, who is apparently about twentv-. eight years of age, is a resident of the county, and is very respectably connected. He is represented by Hon.

I told him that he ought to exercise better judgment, as it was not very pleasant to my fi i lines to be accused of stealing. He asked me if I was a lighting man. when I told him I was not hired for that business.

He then said, ''God damn you, I can whip you and your conductor both, and both of you cs.u't put me oil the I told him thai we did not want to put him oil if he behaved himtelf, but if he did not we would do so. The whistle had sounded for Nineveh station, Westmoreland county, and I stepped across from the second lo the first car, and after entering the car met Mr. Parker coming to the door. Paiker stepped across to the second car and leaned up against the from window. An accident of a very serious character occurred on the Central Ohio Kailroad, about seventeen miles west of Zanesvilie, on Friday night last.

It is said the train was running at a high rale of speed, and when upou a curve at lie point above indicated a broken rail threw the sleeping and one passenger car from the trat and hui ltd them down au cub inhmeut tivei iv-jive feet in height. In the disordered stale of ailairs upon such a sudden jump, the passciicers in the sleeping car escaped uninjured. Those in the other car, however, were not so foi Innate, but nearly every one re-eeivtd ii juries more or less severe, although no one was killed outright. One man is now lying at Ntviaik, to badly injured that it is feared he will cot recover. The accident differed f.om those of a similar character which have occurred, in thefacl that tlie cars were not set on tire.

Fire escaped fiom the stoves, but one "of the passcngcis had the presence of mind to smother i he iame before it became unmanageable. Special Dispatch to lbt Commercial. Washington, D. February 13, 1868. In the Senate to-day Mr. Doolittle presented a petition signed by several thousand citizens of Alabama, protesting against being placed under the rule of net roes and against the enforcement of the Reconstruction acts.

The petition says: "Continue over us, if you will do so, your own rule by the sword. Send down among us honorable and upright men of your own people, of the race to which you and we belong; and ungracious, contrary to wise policy and the institutions of the country and tyrannous as it will be, no hand will be raised among us to resist by force their authority; but do not, we implore you, abdicate your ow rule over us by tranferring us to the blighting, brutalizing and unnatural dominion of an alien and inferior race a race which has never shown sufficient administrative capacity for the good government of even the tribes into which it has always been broken up in its native seals, and in which in all ages has itself furnished slaves for all the other races of the earth." It was referred to the Judiciary Committee. Four hours were taken up in discussing the resolution to admit Mr. Thomas, of Maryland. Mr.

Sumner offered a substitute declaring him not entitled to his scat. Mr. Sherman mad a strong speech against his admission, also Yates, Sumucr and others. Mr. Trumbull I eke in favor of his admission.

The indications aro decidedly against him. A vote ill probably be reached to-morrow. Iti the House the day was occupied with the lucstion of the admission of John Young Brown, of Kentucky, to his seat. He spoke for an hour in his own behalf. The members of the Flection Committee replied, when the House by a vote of 41! to 1 us, refused to admit him.

The Convention to-day was in secret si union in Committee of the Whole, and passed a resolution summoning the colored delegate, charged with making an incendiary pubiic speech on the Sin, to appear at the bar of the onvetitiou and show cause why he should not be exlid.
