"But he never had learned how to swim, for his parents kept him tied to their apron strings. "And they were not athletically inclined, ao he led a sheltered life. "But recently he was in the park with members of his Sunday School class. "It was warm so several of the boys suggested they go wading. "Lionel was delighted and joined in the fun. "But he stepped off into deeper water and drowned! "If he could have swum even 10 feet, he could easily have got back to shallower water. "So please alert your readers to the vital importance of teaching youngsters a few basic safeguards for saving their lives!" WATER PSYCHOLOGY Thousands of Americans die because they cannot swim 10 feet! You don't need to be an expert in the water or a long distance swimmer. For when a canoe upsets, you are generally within S to 10 feet of it, so even a poor swimmer can save his life by heading back to the boat. Remember, what causes most people to drown is fear and panic! For if you can't swim a stroke, you are scared abnormally when your head go« under water. Gradually accustom them to the waterand to holding their face underneath. Make a game out of the latter! Let them take a big breath; then hold their face submerged while you slowly count out loud. Make a contest out of it, by seeing who can keep his face under water till you reach a count of 10 or even U. For the first terror of the novice is having his mouth and face submerged. You can play this game even at the bathroom washbasin! Later, at the beach, let the child lie in shallow water, supported by his hands on the bottom, and urge him to dip his face under. Next, let him take his hands off the bottom so he will float, largely submerged. Finally, let him stand; take a few deep breaths, then as you go "Bang," (as if to shoot) have him fall face downward into the shallow water. "Four states, Indiana, Florida, Georgia and Kansas, have passed habitual offender legislation this year, bringing to 12 the number of states which have such laws on the books," Mr. Fischer said. "At least three more—Ohio, Iowa and New York—have bills pending. Habitual offender laws call for the loss of driving privileges for any driver who accumulates multiple convictions for driving violations ranging from vehicular manslaughter, and drunk driving, to speeding and running traffic signals. Generally three convictions for serious offenses and 10 or more for lesser violations within a period of five to ten years are needed for such loss of license. The Pampa Association is affiliated with the National Association of Insurance Agents which has developed a model habitual offender law as a guide for states. The NAIA has been calling for tighter traffic regulations as a means to reduce the high incidence of death and injury on the country's highways. "We fully subscribe to the NAIA approach to improved highway safety", Mr. Fischer said. "There is no reason why we have to suffer 55,000 deaths and nearly five million injuries every year. "We would like our state to join this national movement against the habitual offender. We independent insurance agents will attempt to have legislation introduced but we need the help of every responsible driver. Everyone should write his legislator and tell him this type of law is needed. We want to see our roads safe for every family."
