ROUSE WASHINGTON - An unpublicized dispute between two federal agencies is beginning to reveal information that few people probably know about so-called diet foods. The disagreement is between the Federal Trade Commission and the Food and Drug Administration over labeling information for canned fruits and vegetables after September 1 when cyclamates will no longer be allowed as artificial sweeteners without a warning saying: "For use only by diabetics or obese patients under medical supervision." In effect, this labeling considers such products drugs that require prescriptions but have not passed drug requirements for safety and effectiveness and are available for purchase by anyone at supermarkets. If this apparent contradiction is not cleared up, the result will be to allow food processors to continue selling cyclamate-sweetened food products to the general public despite the ban on cyclamate-sweetened soft drinks and other products. If you think this is confusing, consider what the FDA wants to require for products containing a mixture of sugar and other artificial sweeteners such as saccharin. The agency would require "diet" food products containing such a combination of sweeteners to have .no more than 50 per cent of the calories the same product would have without artificial sweeteners. But such a reduction of cal- ories is unattainable, say both the National Canners Association and the FTC, because of the amount of sugar already in the fruit or vegetable. Said the FTC to the FDA: "A 50 per cent reduction cannot ordinarily be achieved for a canned fruit which is packed in a solution of artificial and nutritive sweeteners (sugar) . . . because of the caloric addition of sugar or other nutritive sweetener." The Canners Association said that it is possible to reduce calories by 25 per cent, but a 50 per cent requirement "would effectively preclude the packing of those products that it is supposedly designed to make possible." What this all means to consumers is that foods labeled as "diet" Hems do not have to meet any commonly recog- nized standard or have any specific reduction in calories. Few diabetics would be confused by the word, but many other consumers might be. The situation also illustrates what can happen when a government agency — FDA in this case — bows to industry pressure and softens its decision to safeguard the public from potentially harmful additives and require labels to be more informative.
