They surely are invading your neighborhood now too, for this is their peak season. Be warned and on the lookout! The Williamsons are a clan of several hundred itinerant swindlers who have been victimizing Americans from coast to coast for two full generations. Home repair rackets are their specialty — ranging from roofing jobs and basement waterproofing to lightning rod installation, driveway resurfacing and barn painting — and they thrive despite all efforts to crack down on them. Their favorite easy target is naive old ladies, but they prey equally viciously on you, younger Americans. In some known cases, they have charged $300 for applying an ineffective roof "sealer"; have coated driveways with gunk which remained sticky for weeks; have painted b'arns with a concoction of aluminum dust and used crankcase oil which washed off with the first rain; have installed lightning rods whose "conductors" were nothing more than painted ropes. The Williamsons (who also go under such Scottish names as Stewart, McMillan and McDonald) usually work out of trucks, and usually manage to leave town before the police catch up with them — or before their victims discover they've been bilked. There's no hard rule for spotting a Terrible Williamson. You simply must apply the same cautions you would to any dealer in home improvement goods and services. Here they are: —•Beware of anybody who comes to your door and tells you he "just happens" to be in the neighborhood and "just happens" to have enough material left over to perform some job for you. — Don't fall for ANY form of high pressure sales tactic. For instance: a certain offer which will expire within a few days; or if your chimney isn't repaired immediately it will fall down; or termites are chewing away at your home's foundation and the whole house is about to cave in; or the next thunderstorm may burn your house down if you don't buy a lightning rod right away. Consider any tactics of this sort a warning to you NOT to deal with their users. — Watch out for any guarantee that a product such as siding or linoleum or carpeting will last 10 to 20 years. It's almost impossible for any manufacturer to make such a specific claim, since so many variables (the weather, the wear and tear to which it will be exposed, etc.) are involved. And what company can be sure it will even be in business 10 or 20 years from now? — Ask any door-to-door peddler of home improvements who tells you he is state or town "inspector," or a representative of a nationally known aluminum or steel company, exactly which agency or office sent him and then telephone this office to check out his credentials. — Finally, if you discover that you have been gypped by an unscrupulous contractor or by an incompetent odd-job man, HOWL — to your local Better Business Bureau, newspapers and radio stations, the state attorney general's office, the nearest consumer protection agency. Some states have set up special offices and agencies strictly to deal with the home improvement industry and its problems. Check the listing of state agencies in your telephone book, or write to your State Commerce Department. To illustrate what can be and is being done, New York City's new consumer protection law bans not only deceptive practices by unscrupulous promoters, but also "unconscionable" practices which take advantage of a consumer's "lack of knowledge, ability, experience." If you're victimized, your yells may at least save others. And. possibly, you'll get help in forcing the individual who bilked you to make good on your deal.
