The NYSE's composite Index rose .30 to 46.29. Analysts said further declines in open market money rates encouraged continued buying for most of Friday. Prices turned back abruptly with an hour to go, after news reports reached Wall Street that New York state and city officials had agreed the city's actual deficit was $3.3 billion. Lending rate An added factor in the market's favorable view of the interest rate picture was the decision by First National City Bank to keep its prime lending rate at 7 3 /» per cent for the week ahead. A number of financial issues benefited from the optimism on interest rates. MGIC Investment, for example, jumped 1% to 13'/z -and-Coldwell Banker added % to 10% in active trading. Gold issues, on the other hand, sold off as the London. Bullion price dipped below $160, considered to be an important psychological level by some analysts. Homestake Mining fell 3% to 39 '/s and ASA Ltd. was off Polaroid, the day's most active issue, edged up Va to 35 on turnover of 188,900 shares, including some medium-sized blocks.
