C. Fred Riggins, city planner, dies p ° lice ~~ ' J L J nni.a C. Fred Riggins, 62, member and former chairman of the Phoenix Planning and Zoning Commission, died Tuesday night at Scottsdale Baptist Hospital shartly after suffering a heart attack. Mr. Riggins, who was traveling with friends to a dinner party -at Pinnacle Peak, was administered artificial respiration and oxygen at Scottsdale Fire Station 3, then taken by ambulance to the hospital. Mr. Riggijns, a native of Phoenix, had extensive farm holdings in the west Phoenix area as well as real estate holdings in Virginia. He was appointed to a six-year term on the planning commission in December 1964 and served as its chairman from January 1968 to July 1969. He also had served a three-year term on the Phoenix Board of Adjustment. Indians to show art at Holbrook HOtBROOK - An All- Indian Open Arts and Crafts Show will be held here this weekend in conjunction with the 14th annual Hashknife Sheriff's Posse Stampede and Junior Rodeo. Thr three-day event will begin at 8 a.m. tomorrow at the Navajo County Fairgrounds and continue until 10 p.m. each day. Indians from Arizona, New Mexico, Colorado and Utah will display their wares. Fred Riggins glider experimental branch of the Air Force at Dayton, Ohio, during WWII. He had been a reserve officer since the Korean war and retired as a lieutenant colonel two years ago. He was a charter member of the Aurora Kiwanis Club, a life member of the Kiva Club and a member of the Chamber of Commerce Thunderbirds, the Young Men's Christian Association and Phi Delta Theta fraternity. Services are pending at A. L. Moore and Sons. Survivors include two brothers. J. A. "Ted" Riggins Jr., a Phoenix attorney, and Adrian Riggins, Litchfield Park. drug control aid TUCSON (AP) - Police Chief William Gilkinson said yesterday that lawmen, hampered by inadequate laws, were not doing a good job controlling drug abuse. Gilkinson, in a speech to the Tucson Rotary Club, said doctors must report all gunshot wounds and other "unusual" injuries, but that they are not required to report cases of narcotic treatment or addiction. "We do not want to interfere with doctor-patient relationships," he said. "But we do want to find out where narcotics patients are obtaining their narcotics." Mr. Riggins, a grandnepb- ew of R. J. Cartwright, after whom the Cartwright Elementary School District wai named was a bachelor who made his home at 5115 W. Thomas on the old Cartwright Homestead. He attended Cartwright Elementary School, where his father, J. A. Riggins Sr., had taught. The senior Riggins later served as assistant superintendent of the Cartwright School District. Mr. Riggins was graduated from Phoenix Union High School, Phoenix College and the University of Arizona, where he received a bachelor of sciences degree in business administration. He was formerly a registrar at Phoenix Junior College.
