And forecasts called for more of the same tonight, with the showers and thunderstorms to end from the west slowly tonight and Thursday. Showers and patches of light rain stretched at dawn from near College Station southward to Palacios along the Texas coast. Other showers were reported over the coastal bend southward to the Lower Rio Grande Valley. Some thunderstorms were reported early today over the Trans Pecos, the Edwards Plateau and western sections of North Texas, Skies were partly cloudy to cloudy over the entire state. Forecasts called for partly cloudy to cloudy skies tonight and Thursday with a chance of scattered showers and thunderstorms over the entire state. Some locally heavy rains were possible over central and east portions of the stale through tonight. Farm Aid II concert set for Memorial Day AUSTIN (AP) — Country music star Willie Nelson says "all the folks on my side of the music field" will turn out July 4 for FarmAid II in Memorial Stadium on the University of Texas campus. "We have no goals money- wise — $100 billion would be nice but we'll take anything up to that," Nelson said Monday. FarmAid I, with 58 musical acts, was held Sept. 22 on the University of Illinois campus at Champaign, 111., and raised approximately $9 million for farmers and" ranchers. Nelson said a crowd of nearly 90.000 is expected for the Austin concert and all the acts from FarmAid I have been invited to return. Also, he said Don Johnson of the television series "Miami Vice" was getting a band together and would appear. Nelson joined Texas Agriculture Commissioner Jim Hightower at a Tuesday news conference at Memorial Stadium to publicize FarmAid II. Hightower said Nelson "is not only a superstar in the music world but the last couple of years we have found him to be a true friend of the family farmers and ranchers of this country." "Fortunately, the FarmAid concept is a long-term commitment and not just a 'one-shot' deal for Willie Nelson," Hightower said. Hightower said University of Texas regents and legal officials had agreed in principle to allow use of the stadium, and the state agriculture department would be the official state sponsor of the program. Money from FarmAid 1 has gone for food pantries, telephone "hotlines," legal assistance and to Future Farmers of America. Nelson said a little over $4 million had been spent. Nelson traditionally has July 4 concerts in Texas, and Hightower said, "There were other states vying for this (Far- mAid). Mississippi wanted to have it, Nebraska wanted to have it but it belonged in Texas. "Having Willie Nelson on the Fourth of July in Mississippi is just as silly as moving the State Fair (of Texas) to Mississippi, and we thought it belonged right here." Hightower said the stadium's artificial turf would be covered by plywood and an "exotic material that doesn't burn, doesn't melt, doesn't scorch and doesn't allow anything bad to happen to it." Politicians fighting over reduced bond rate AUSTIN (AP) — Gov. Mark White said Texas would not raise taxes because of a lowered bond rating, and his Republican opponents blamed White. Standard & Poor's Corp. announced Tuesday it lowered the general obligations bond ratings of more than $2 billion in debt of five Texas agencies because of the drop in oil prices and resulting reduction in state revenue. The debt ratings were lowered from AAA to AA— on debts amounting to $2.026 billion, according to Standard & Poor's, which estimated that the state's expected revenues of $37.2 billion will drop by $1.34 billion during the 1986-87 biennium. The state Legislature, which meets again in 1987, meets every two years and draws up a biennial budget. A bond rating is a method of evaluating a bond issuer's ability to repay the debt. Standard & Poor's, Moody's Investor Service and others analyze the issuer's financial strength and rate their bonds. SAP's ratings range from AAA (highest rating) to D (in default). AA-is the Mcond-high«»t rating and is considered high quality investment grade. "We are not going to be coerced into raising taxes or imposing an income tax by Wall Street," White said. "We are dealing with changes in our state's physical condition with reductions in spending and I see no need for imposing additional taxes on Texans," he added. Another reaction came from the Democratic governor's Republican opponents. "The announcement of a lower bond rating for the state from Triple A to double A plus is another signal of the economic decline in Texas under Mark White," said former Gov. Bill Clements, who was defeated by White in 1982 and is running again for the GOP nomination. "The lower bond rating is a red alert signal. Texas is in serious trouble," Clements said, "and Mark White, the full-time, professional, career politician, has no solutions:" U.S. Rep, Tom Loeffler, another GOP challenger, said he has "believed it's iong overdue for the governor to call a special gesskm to deal with our state's fteal problem."
