When you visit the library, see a reference librarian who can inform you of relevant periodicals and provide you with possibly helpful information. * We also called the attorney'general's Consumer Fraud and Protection division concerning your question and a spokesman told us that you should see a patent attorney in order to protect your idea should you develop it. * * * I received a ticket for not displaying a village vehicle sticker at 2:30 a.m after the deadline had just/ expired. Does the police department have the right to issue such a ticket to a car that is not in motion? Also, can the police issue the ticket to a car parked in a private apartment parking lot? Chicago Ridge resident Police Chief Km O'Hara of the Chicago Ridge Police department told us the village sets its deadline for requiring vehicle stickers in accordance with the deadline set by the state for license plates. Concerning your first question, yes, the village does have the right to issue a ticket to a car that is not in motion, that is, parked. This type of ticket is similar to a parking ticket, explained O'Hara. With regard to the private property point, the chief said if an accident occurred at a private "apartment complex, the police would enter the property to handle the situation. O'Hara added that the reason the police issues these tickets early in the morning is because at that time, apartments do not figure to have any visitors which would cause confusion to the police as to who lives in the village. He also pointed Mt that any person receiving such a ticket has the option to take the matter to court. Why can food stamps only be issued through a currency exchange? There does not seem to be any other place that issues the stamps and for a suburban resident it can be an inconvenience. Willow Springs resident It boils down to a matter of efficiency, according to a spokesman for the U.S. Department of Agriculture. He said that in Chicago there are some Ml currency exchanges. "It's a dandy way to make them (food stamps) available," said the spokesman. Regarding why there are not offices closer to yon that issue food stamps, it is evidently a matter of who applies to issue the stamps. The spokesman said in other states that the state and county, post office and banks are among the issuers of food stamps, * * * During this past winter, the water pipes for my residence froze. This has happened three times in the 23 years that I have resided in Burbank. The pipes were unthawed by a private businessman, but Frank DeCarlo, superintendent of the South Stickney Sanitary district, said he would not reimburse me for the work. 1 am the only person in the area near my home that has had trouble when the temperature drops below zero. The homeowner does not seem to receive a fair shake in these situations. · Burbank resident DeCarlo toU us it was determined by the private businessman that the problem was in your residence and not, on public property. Therefore, ta cases like this, the homeowner is responsible for the amount required to nave the line unthawed. DeCarlo pointed out that when it is found that the problem is on public property then the sanitary district pays the bill. This policy applies to everyone, be said. When you told him about your problem, he said he gave yon three telephone numbers of people to do the work. It was your choice, he said, who to call. He added that a number of years ago your water line was frozen in the street and the district took responsibility for the work.
