Agnew praised young people yesterday for their determination to change the governmental system and strongly endorsed jheir right to vote at age 18. Agnew asked. "If a ''woman is considered mature enough to enter a lifetime contract of marriage at 18, is she not mature enough to vote?" ' He said he believed that "once our young people are permitted the privilege of sounding off at the polls, there will be less need to sound off in the streets. They'll have the chance to be counted where it counts." The vice president made these remarks shortly before the House of Representatives jpassed and sent to the President a Senate bill that would give 18-year-olds the right to vote. There was no mistaking Agnew's attempt to convince young Americans—whose more radical spokesmen he has criticized bluntly in the past —that he favored their "unprecedented interest in political affairs." He said that youths today "are showing a spirit of inquiry and concern, a spirit that will not accept the institutions of the past unquestioned." Although emphasizing that he welcomed the trend, Agnew noted that the slowness of change "can be frustrating, especially to young people with high hopes." He conceded that "sometimes beneficial changes are impeded by the structures of our government, to the detriment of our nation." He called for "a generous spirit of compromise, a willingness to yield to the wishes of the majority and to do so without rancor, without harboring the bitter thought that we have not been heard or understood." Ball, social security administrator, explained the many complex features of the bill, which the committee expects to consider over a period of several weeks. The provisions include a 5 per cent increase in Social Security payments, effective next Jan.l, an increase in the maximum taxable wage base from $7,800 a year to $9,000; improvements in benefits for widows and men who retire early, and a number of measures designed to check the rising cost of medicare.
