ALL EDITIONS 22 The Arizona Republic Phoenix, Hints., June 18,1970 Agnew woos youth, backs vote at age 18 New York ThtteS Sefvice WASHINGTON - Vice President Spiro T. Agnew praised young people yesterday for their determination to change the governmental system and strongly endorsed jheir right to vote at age 18. Agnew cautioned, however, "jn a speech to some 200 exec- uUves of the International .Telephone and Telegraph £orp., that change comes •slowly and requires "a gener- k dus spirit of compromise." .«-. It was the second time in 'three days that Agnew sought to open his lines of communi- jpation with those he de- jicribed as "energetic young '.people of this country who are dedicating themselves to "working within the system." ' At a Republican fund rais- •ing dinner in Detroit on Monday, the Vice President out- 'lined his philosophy on dis- <sent in which he diminished ^considerably his outspoken "opposition to young antiwar dissidents. ," He contended yesterday that the Nixon administration, in seeking such things as ; federal revenue sharing with ^states and cities, welfare reform and revamping of the '^electoral college, was dedi- to changing the system. f Young Americas, Agnew "have the same goal ! that we do. We earnestly ask Jthemtojoinus." .*" ' The Vice President recalled that he has sought to lower *the voting age since he was '.governor of Maryland. « • % ."If a man is old enough to -serve his nation at arms at [19, is he not old enough to ^Vote?" Agnew asked. "If a ''woman is considered mature enough to enter a lifetime contract of marriage at 18, is she not mature enough to vote?" ' He said he believed that "once our young people are permitted the privilege of sounding off at the polls, there will be less need to sound off in the streets. They'll have the chance to be counted where it counts." The vice president made these remarks shortly before the House of Representatives jpassed and sent to the President a Senate bill that would give 18-year-olds the right to vote. There was no mistaking Agnew's attempt to convince young Americans—whose more radical spokesmen he has criticized bluntly in the past —that he favored their "unprecedented interest in political affairs." He said that youths today "are showing a spirit of inquiry and concern, a spirit that will not accept the institutions of the past unquestioned." Although emphasizing that he welcomed the trend, Agnew noted that the slowness of change "can be frustrating, especially to young people with high hopes." He conceded that "sometimes beneficial changes are impeded by the structures of our government, to the detriment of our nation." He called for "a generous spirit of compromise, a willingness to yield to the wishes of the majority and to do so without rancor, without harboring the bitter thought that we have not been heard or understood." Automatic rises in benefits ^debated by panel in Senate *' The *. r 'WASHINGTON - Senate finance Committee members Questioned yesterday a fea- tture of a House-passed bill "that would authorize automatic increases in Social Security benefits as the cost of liv- rose. increases would take Jffect, starting in 1973, if the •cost-price index jumps 3 per icent or more. v. No direct opposition was expressed to the provision, however. ""Creed C. Black, assistant secretary of the Health, Edu- «ation and Welfare Depart- Jnent, said the automatic tost-of-Iiving adjustment was ?the most significant reform" In the measure. 1 "The automatics will greatly reduce the hardships beneficiaries face, because of inflation and the general trend of rising prices," he said. ,;; However, the committee Chairman, Sen. Russel B. long, D-La., said he wondered whether the provision might not make Social Security a spur to inflation. In the past, the Social Security system probably has helped to brake inflation, he said. The bill calls for automatic tax hikes to pay for the increase in cost-of-living benefits. Robert M. Ball, social security administrator, explained the many complex features of the bill, which the committee expects to consider over a period of several weeks. The provisions include a 5 per cent increase in Social Security payments, effective next Jan.l, an increase in the maximum taxable wage base from $7,800 a year to $9,000; improvements in benefits for widows and men who retire early, and a number of measures designed to check the rising cost of medicare. Ball said the bill woulld boost benefits to the 26 million Social Security recipients by $4 billion in 1971. For a very special man, a very special ring.
