Committee Report* Lag In Production WASHINGTON, Nov. 28 (#)--A "dangerous" lag in production of airplanes, tanks, guns and other Implements of war was reported today by the Senat* Preparedness subcommittee. Working from secret data sup- plied by defens* agencies, the watch-dog group said the "important and discouraging fact is that our present rate of progress will not enable us to have the required strength by the target date set by our top defense planners." The highly critical. 10,000-word report proposed appointment of a "production czar" with far-reaching powers and responsibilities. It* said this job could be done by « new Undersecretary of Defense or th* present chairman of tho Munitions Board. John D. Small, if he were given additional powers. "Such an official could make his decisions more quickly, could with finality resolve conflicts between the services, and could scissor through the r«d tape which normally surrounds a conference type of operation." the report explained. The Senate group also demanded that critical military needs b« *lv«n unquestioned "top priority" for scarce metals, machine tools and industrial manpower in order to meet production targets. Chairman Lyndon Johnson (D- Tex) in a statement said "this report spells out for the American people the payotT for the wasted months that have been spent in a fruitless search for a formula that will give us both butter and guns* in ample quantities."
