Sam Steiger, R-Ariz., 437,500 persons in the 3rd District by combining Mohave, Yavapai, Coconino and Yuma Counties with western Maricopa County. — Create the new 4th District by grouping Graham, Gila, Navajo, Final, and Apache and whatever additional population is needed from the core of Maricopa County. This alignment would result, of course, in Maricopa County dominating three of the congressional districts. But that's where the people are and there doesn't seem to be any alternative. If the Democrats gain control of the legislature, or find themselves in a good bargaining position, it is expected they will hold still for a plan giving the Re. publicans a stranglehold on the 1st and 3rd districts. The Democrats would continue to control the 2nd District and divide the 4th so it, too, would fall within their purview. The 4th would, if it favored the Democrats, include Graham, Gila, Yuma, Final and then draw whatever additional population was needed from the Democratic stronghold of South Phoenix. Main Av«. Pima County valuations up TUCSON (AP) - The assessed value of mines, utilities, railroads and pipelines in Pima County increased by $47,750,585 in 1970 to $270,336,088. The bulk of the increase, nearly $40.5 million, was in mining property, County Assessor A. E. "Jack" Bade said yesterday. The $270 million figure does not include commercial, industrial and residential valuations which will be announced in August, Bade said. "The increase will serve to keep county property taxes at the same level as 1969 in 1970, but probably won't lower them," he said. The largest single gain in assessed valuation was the Anaconda Co.'s Twin Buttes Mine, assessed at 25 per cent of its cash value — $6.5 million. The judges also recommended to the board that to make room for the requested courts in the next few years, it move four of the five justices of the peace courts presently housed in the old courthouse. Stark said he definitely would be against moving any of the justice of the peace courts out of the old courthouse. They are needed there because they are accessible to police and lawyers and others, he said. The judges made no recommendation as to where the JP courts should be moved other than "into their own precincts." Hardy said the Judges made their recommendations "in order to keep up with the projected growth of the population in Maricopa County." He said the estimated population of the county in 1980 will be 1.5 million and there should be 50 judges to accommodate that many persons. Hardy said that is four judgeships were created immediately and an additional judge were added each year there will only be 38 judges by 1980. "We still would be 12 short," he said. The letter said that Juvenile Judge William Holohan "reports that the workload of the Juvenile Court is presently too much for one judge and that a number of bills passed by the last legislature . . . will tend to increase the workload further." The letter also stated that probate caseloads have increased 18 per cent during 1969 and that another probate judge is needed to handle the growing number of cases. "During the past three years." the letter continued, "active caseloads of the trial divisions has been fairly stable. "A decrease in the civil active list has been offset by the increase in criminal cases.
