This proposal is for automatic increases in the "wage base"—the maximum amount of wages on which you and I pay taxes, and on which our future benefits are based. Today, we pay Social Security-Medicare taxes amounting to a maximum of 4.8 per cent of our $7,800 in earnings — or a maximum of $374.40. This sum is matched by our employers. You, the self- employed individual, pay a maximum of $538.20. Under Nixon's proposal, your maximum tax as a worker would rise to $459 in 1972, when your wage base would rise to $9,000. As a self-employed person, your new maximum would be $648. And this would be only the beginning, for every two years, the wage situation would be reviewed and the Social Security wage base would be raised in proportion to the nation's overall wage increases. Let's assume wages rose a "conservative" annual average of 5 per cent over the next two decades. Here's a table, drawn up for me by the Social Security Administration in Baltimore, to show you what the effect would be — assuming the Social Security wage base on which we pay taxes rose proportionately, and assuming Nixon's schedule of tax rates became law: Porter Wage Base Maximum SS. Because a fundamental principle of our Social Security System is that the benefits we receive be related at least distantly to the wages we earned during our working years. And benefit levels which are up to date with our living standards and living costs just can't be paid out of obsolete tax collections. With today's wage base of $7,800, only approximately 77 per cent of our earnings are taxed for Social Security, compared to 97 per cent in the 1930s when the wage base was only $3,000. Even at a wage base of $9,000 in 1972, only about 78 per cent of all earnings would be taxed. And, because inflation and the rise In our living standards have steadily widened the gap between what Social Security benefits will buy and the way most "Of us envision living in retirement, millions of today's beneficiaries can't even afford to live on the government's "retired couple's budget." They certainly can't live as they hoped they could. Steep as are the Social Security tax levels implied by the proposed wage base hikes, some experts are calling for even steeper rises even sooner. The hard fact is that higher wage bases are about the only way to raise your own future Social Security benefits — and to provide retirement living standards which even vaguely resemble your preretirement standards.
