G Eil'LLi.'OG SO The Arizona Republic Phoenix, Sat., Aug. 15,1970 Hybrid may end frequency tiff Associated Press WASHINGTON - U.S. planners of a new type of satellite, for airline over-ocean navigation, have decided to consider a hybrid design in hopes of resolving an international dispute. The compromise was proposed at a closed-door conference at Federal Aviation Administration headquarters last Wednesday. At the day-long meeting the opposing parties restated views they have expressed at previous meetings. The European Space Research Organization wants the new satellite navigation system to use ultra high frequency (UHF) radio communications in the L band — a technique somewhat in the future. The scheduled airlines — the U.S. Air Transport Association, with the support of Judge candidate Backs no-bail law ; John W. Rood, a Democratic candidate for Superior Court Judge in Division 15, yesterday urged support of a proposed amendment to the state constitution to deny bail lo suspects who commit crimes while free on bail. Rood explained the amendment at a talk at the home of Mr. and Mrs. Thomas Ganey, 2130 E. Turney. He urged support of the amendment in the Nov. 3 general election. The amendment, if adopted, will authorize denial of bail to a person who, while already on bail for a felony, is charged with the commission of a subsequent felony where the proof is evident or the presumption great. the International Air Transport Association — advocate continued reliance on the' familiar and widely used very high frequency (VHF) band. "We took no position, but we are looking at the possibility of a hybrid VHF-UHF spacecraft," an FAA spokesman said. "The FAA has asked its technical staff to study such a solution, NASA is looking at the same prospect. "The Communications Satellite Corp. has been interested in the development of an air traffic control satellite system for some time, and we have asked them also to look at a hybrid craft," the spokesman said. FAA Administrator John H. Shaffer told the conferees a decision will have to be made within a matter of weeks so that the project can get under way. NASA officials have estimated a prototype system costing $70 million could be established by 1975 and could eliminate airline flight delays costing more than $400 million. The French, German and United Kingdom aviation agencies say the new system should be UHF based because of superior propagation qualities and because of current severe VHF congestion. maaooeaoooi Wt hove a large assert* ment of Mature. "UHF is an unknown in the frequencies and on the routes we are talking about. There are a lot of problems to be worked out, and we have to determine whether the benefits are worth the cost.", one airline communications expert said.
