MFS Head Named To Panel SALT LAKE CITY (UPI) Gov. Calvin L. Hampton has appointed B. Z. Kastler to the State Bonding Commission which will plan the sale of $69 million in state building project funding bonds. Hampton named Kastler, president of Mountain Fuel Supply Company, Monday to join the governor and State Treasurer David Duncan on the revived commission. The three will go to New York later this month to talk with experts about the issuance of the bonds. The last time Utah issued bonds was in 1965 —$67 million for financing public and education buildings. At that time the state earned more money by investing temporarily surplus funds than it paid in interest on the bonds. The Legislature passed in its last session, a bill authorizing the issuance of the bonds, $35 million of which will go toward financing expansion of the University of Utah Medical Center. Inflation Eats Up Income Gain SALT LAKE CITY (UPI) - A Utah economist says even though personal income continues to rise in the state, inflation is eating up most of the gains. Dr. J. Whitney Hanks, said," It is evident that there has been little real growth in aggregate incomes for the state's residents since the fall of 1973." That is true, he said, even though Utahns have experienced substantial gains in personal income in terms of dollars, for every quarter since the current recession began. But Hanks, writing in the quarterly "Utah Outlook" said the state could expect "substantial real gains" in personal income in the future because of an expected increase in employment. Hanks said there has been a steady growth in the number ot non - agricultural jobs in Utah since the start of the recession. He said there are about 23,000 more jobs than when the recession began. Utah's unemployment rate actually declined during the same period the national rate was soaring. But Hanks points out that even though the rate has gone down, there are still more people out of work and their situations are compounded by the increased cost of living. College Student Honored WASHINGTON (UPI) -ASalt Lake City college student has been honored as one of six 1975 Young Americans at the annual Explorer Presidents' Congress. Ashby D. Boyle, 20, son of Mr. and Mrs. Douglas Boyle of Salt Lake, received the award for his work with the Mormon Church, the March of Dimes and the Boy Scouts. The Young American Awards are presented annually by local and national Boy Scouts of America councils to young adults between the ages of 15 and 22 who achieve excellence in various fields. Planting Of Trees Under Way SALT LAKE CITY (UPI) The planting of 20 Norwegian Maple trees along Main Street began Tuesday with 27 more 'scheduled to be in the ground by the first of May. The trees, imported from Michigan, will be planted between South Temple and First South as part of the Main Street Beautification Project. They are 20 feet tall and should be in bloom this spring. The project's landscaper, Demetrios Agathangelides of Logan, said 'trees for the remaining two blocks of the project will be planted next fall, depending on weather conditions. Wednesday.
