Red Viets to evaluate Nixon talk United Press International PARIS (UPI) - A top Communist negotiator said yesterday the Hanoi and Vietcong diplomats at the Vietnam peace talks will give "the most careful consideration" to President Nixon's policy statement. The Communists, however, already have made it clear publicly they will reject anything Nixon may propose, short of complete surrender to their demands which includes the immediate unilateral withdrawal of all U.S. and allied troops from South Vietnam. Nixon's speech last night was awaited with interest in Saigon, Hanoi and elsewhere around the world. The Communist source here said his statement "will receive the most careful consideration." Last Thursday the North Vietnamese delegation to the peace talks pledged to turn thumbs down on anything Nixon will say unless it complies with the Communist call for a complete troop pullout and the overthrow of the Saigon regime. Both Communist delegations said they would have preliminary statements today on Nixon's speech. Meanwhile neutral Asian diplomatic sources said the Communist intransigence was motivated by the belief that U.S. public opinion would force Nixon into making sweeping concessions shortly. The Asian diplomats said the Communists side clearly was banking on a major upsurge of public opposition to the continuation of the war and the new anti-war protests scheduled for mid-November. Western diplomatic quarr ters, however, cautioned that the Hanoi and Vietcong delegations may be miscalculating the reaction of the average American to a prolonged deadlock at the Paris negotiating table. They pointed out that latest public opinion polls taken by the Gallup institute pointed to an increase in Nixon's popularity over Vietnam among Americans.
