HLi-UrfL MAIL 14 The Arizona Republic Phoenix, Tues., Nov. 4, 1989 Surplus woes for Reagan United Press International SACRAMENTO - The Reagan administration overestimated the cost of state government by $92.7 million last year and now is holding $23 million it cannot spend, Controller Houston Flournoy reported yesterday. Finance Director Caspar W. Weinberger said the $23 million automatically will be placed in a higher education building fund. But the money still must be appropriated by the legislature before it is spend and an election-year tug-of-war is expected to develop between Gov. Ronald ' Reagan and Democrats over how the surplus actually will be used. An informed administration source said Reagan probably will propose that the money actually be spent for Higher education construction. But now it just "sits there," Flournoy told a new conference. > Flournoy's final report on state spending for the fiscal year which ended July 1 contained an assurance that the 1969 legislature's $174.7 million new school aid package will be financed in it entirety. This already had been virtually assured by a prelimin- 1 $ry report issued in August. The increased school aid — which was added to the $1.3 billion previously spent by the state on local public education — contains roughly $70 million in appropriated surplus money. Weinberger credited "Reagan administration economies" for part of the surplus. But Flournoy said "it is very difficult for us to say" just how much a part economies played. The finance director said, however, it is "disquieting to note that continued inflation has boosted (state) revenues a bit above the predictions." Flournoy's final report 1 showed there was a $12.9 million unappropriated surplus over what he preliminarily estimated in August. At that time, there was nearly $10 million in known unappro- priated money. In all, the state finished the last fiscal year with a $537.1 million, so-called "surplus." However, all but $23 million of this was "surplus" in name only. It actually was budgeted. Some $194 million, for instance, was "working capital."
