Sachs, a Democratic appointee, and a federal jury foreman complained that Mitchell had withheld authorization to sign the criminal indictment against unnamed persons on a matter described as significant. Chief Judge Roszel C. Thornsen gave Mitchell until this Thursday to say why the persons named on the document should remain secret. Fine Utilities Must Curb Customer Deposits BALTIMORE (AP) -- Utility companies in Maryland have been ordered to reduce the amounts of advance security deposits required of customers. In announcing the decision j Monday, Public Service Com-[ mission Chairman William 0. Doub said he had rejected a request to abolish the system of taking deposits from customers whose credit is considered dubious. In the past the 95 utility companies were allowed to require deposits equal to the anticipated charges a customer would pay for any two months of service during a year. Under the new regulations, effective July 1, the ceiling on customer deposits will be one- sixth of a year's anticipated service costs--the sum of two average months rather than the two costliest months.
