Neither Florida nor Louisiana have ratified ERA, but Democratic National Committee Chairman Robert S. Strauss said no city would be "penalized" for that, qven though the national committee instructed the site selectors to give a "tie breaking" preference for cities where the constitutional amendment outlawing sex discrimination has been approved. Strauss made the pledge in questioning Kansas City officials, who made nn elaborate presentation about their "Four C's — Convenience. The committee seemed less concerned and less interested in Cleveland, whose bid was made by Republican .Mayor Ralph Perk. Perk and several Democratic could city and party officers guarantee only 11,000 rooms within 15 minutes of the convention hall, but said a new superhighway would open the way to the required number in Akron and oiher communities that would be within a half hour's drive.
