Warm ^^ Occkiclt'f) St:iti»ii.ii v Warm weather to continue By THE ASSOCIATED PRESS A low-pressure trough stretching through West Texas brought a chance of thunderstorms in the Panhandle and South Plains through Friday, and wind advisories were posted behind the front. It should be partly cloudy and warm statewide through Friday. A chance of thunderstorms in the Panhandle and South Plains was expected through tonight, along with the western part of North Texas. EL PASO (AP) - The traffic Jam that ate Et Paso is coming soon to this West Texas city's stretch of Interstate 10, the main artery from Jacksonville, Fla., to Los Angeles. Whether it be commuters in this dusty border city or vacationers making cross-country trips this summer, a project to widen part of Interstate 10 from three to four lanes will slow them down faster than a^ highway patrolman in a rearview mirror. In fact, the $25 million project to expand a 2.9-mile section of the highway is expected to ground traffic to a crawl, officials say. For those who plan trips that will take them through El Paso, here's some advice: "Don't come between 7 and 9 a.m. or 4 and 6 in the afternoon,. You'd have a hard time getting through the city," said Kevin Fitzpatrick of El Paso's Public Transit Administration. Fitzpatrick's job is coordinating car pools and other types of ride-sharing to get unnecessary vehicles off the roads. Local residents can skirt the section under construction by taking side streets or vary their commuting hours to and from work to avoid rush-hour traffic. But those options aren't expected to be much help, officials say. El Paso, spread along the north bank of the Rio Grande, is nearly bisected into Eust and West by the Franklin Mountains, which end just north of I-10. The only quick way to get from one side of the city to the other is on the freeway "The analogy is like dental work: It's painful when you're going through it, but it's great when it's over," said Filzpatrick. "That's small consolation to a lot of people," he acknowledged Tho project, funded by federal ami state monies, will take about 2 1 - years But six months before it is finished, expansion of another section of 1-10 is scheduled' to start It will be vears before 1-10 is free of concrete barricade* and yellow flashing light* -We're not going to close it down," said Betty Best, a spokeswoman for the local office of the Texas Highways and Public Transportation Department. "There'll still be three lanes going in each direction. They'll just be a tittle narrower " Highway lanes are now 12 feel wide, said Ms. Best. They'll each be reduced by as much as !'-a fet?t, making them about a foot wider than a parking tot space Shoulders and other emergency-stop areas will be eliminated to give construction crews work space. "An accident is what's going to slow traffic down," as will a car with a flat tire or engine pro blems. said Ms Best "They'd better stay in their car and get to an exit ramp." The tentative start of construction is set for early July, said Ms Best Contingency plans to deal with an accident blocking th« highway are b*i*c raadfctd, Mid Kevin Hob an, operatic** iNp«r- visor for El Paso's Emergency Medical Services, or EMS. Fort Bliss, the military installation north of El Paao's East side, makes ambulance* helicopters available to the city as a public service, said Hoban. The helicopters, used only in life- threatening situations, could land on the highway if necessary.
