The state's business Good grief, Charlie Brown, that's bad? By DON G. CAMBELL Business and Financial Editor In the nicey-nicey way that such things are schedeuled, stock market observations in this space are normally relegated to Saturday morning to coincide with golf dates, tennis engagements and other weekend activities that can be contrived to spare the reader the necessity of wading through anything as grim as the picture:that has, generally, been painted by the stock market over the past 18 months. Yesterday, however, the stock market, soared an impressive 18.90 points, as measured by the ttow-Jones industrial average, to close well above the stubborn resistance level of 700. Specifically, it closed at 706.26 and, in the process, it opened up a lot of questidns on the subject of just what in Heaven's name is going on in the market that shouldn't have to wait until Saturday for examination. To wit. Q: Why did the market take off like a rocket yesterday? A: Two reasons are commonly given for the performance: (1) at noon today President Nixon is going to give a nationwide TV address on the state of the economy which is presumed to be encouraging, and (2) a lot of market^watchers are convinced that, after dropping almost 200 points since March and almost 300 points since late 1968, the market has "bottomed out" and is due for a resumption of its long-term upswing. . Q: To take things backwards, why should one assume that the market has "bottomed out"? A: THE CHARTISTS say that .it's because after the horrendous decline that began in late 1968, the market fell steadily until early June, "bounced" at about the 631 level on the Dow, fell again, but failed to penetrate the May low before "bouncing" again — this week. They say that this is a little bit like a golf ball finally hitting a floor. In other words, this is as far as it can go on the downside. A: Who knows? It's happened that way in the past on a few occasions. Like most firm conclusions based strictly on chart performances, however, it's a little bit like saying that a patient's fever chart will never break the 100-degree level because it never has in the past. Additionally, of course, some analysts say that the bottom has been readier .because many stocks are down in price to the point where they are selling at very attractive price/earnings ratios — 9, 10 or 11 times their annual earnings. - ' Q: What's that supposed to mean? ••;.#-.. A. Practically nothing unless everyone in the market is "bargain" conscious, has plenty of money to invest gnd 'unless MOST — not SOME — stocks are selling cheaply. None of these factors is present today. •', ' ' Q: What's Nixon going to say today that's causing so much excitement? A: THE GUESSING is heavy that he is going to annqunce that we are winning our battle against inflation, that the economy has begun to turn around to the upside,, that interest rates are about to go down and that he is going to appoint a board, or commission, to act as a watchdog over wages and prices —but without any actual authority' to regulate them. Q: Is this true? A: Oh, no. The truth of the matter is that while some raw material prices are down slightly, the consumer price index is still romping along at an annual rate of 7.2 per cent a year (versus 6 per cent a month earlier), and a new wave of government and private financing due to hit the market soon practically insures higher interest rates. Additionally, of course, it has just been made public in the last couple of weeks that the Federal Reserve Board has increased the supply of new (read that as "paper") money into the economy at an annual rate of 9.2 per cent — up from virtually point zero. Q: Yes, but isn't the new board going to slow down the rate of price and wage increases? A: How? By threatening to scold everyone to death? So- called "wage-price guidelines" — essentially the same thing that Nixon is going to install — didn't work under either President Kennedy or President Johnson, two men who proved themselves to be a lot more vitriolic in their scolding than Nixon has. Q: Okay, but hasn't the federal government and the Federal Reserve Board got a lot of power to regulate the economy in the event things get serious? A: Like what? Q: Like lowering the discount rate sharply to encourage more borrowing and more capital expenditures? A: YOU MEAN like the nine slashes that took place in the discount rate in 1930 and 1931? Q: That's not fair! Those weren't normal times'. A: If you've got "normal" times you don't have to horse around with the discount rate. Q: Well, I don't care! Practically all of the market analysts say that we're out of the woods and I'll go along with them! A: Sure, Listen to Roger B. Spear, president of Spear and Staff, the Massachusetts investment adviser: "There is very little room in this market for any important decline — •• one, say, on the order of 50 to 60 points." Q: See!
