The practice is illegal but widespread according to William S. Apple, whose association represents 50,000 pharmacists. "There has been some difficulty" in getting the Justice Department to prosecute because it is preoccupied with bigger cases, he told a Senate finance subcommittee on Medicare and Medicaid. In the Medicaid and Medicare programs, Apple said, the cost of the kickbacks is passed on to the government. About 12.5 million prescriptions are written for the residents of nursing homes, so nursing home contracts represent a big portion of the business for many drug stores, Apple said. As a solution, he proposed that Medicaid payments for drugs be made directly to the druggists and not funneled through the health care facility. Mercury pollution termed no hazard MADISON, Wis. (AP) Pollution caused by mercury discharges at the Wyandotte Chemical Corp.'s Port Edwards plant does not constitute any "apparent" health hazard, a Department of Natural Resources official said yesterday.
