And, in a surprise move, the House also decided the election year salary increases should be denied to senators, federal judges and high executive officials. The pay raise for the lawmakers and high level officials would be automatic as of Oct. 1 under usual procedure. If rnembers of the House and Senate take their automatic pay raises their salaries would rise from $44 .600 a year to about $46,740 a year.

While all House seats are up for election, only one-third of the Ssnate seats are at stake and senators presumably are feeling less political pressure to avoid a raise that might inflame voters. -on Moss said the Buick has been listed on the city's insurance rolls since Jan. 1. Carbondale Police Sgt. Larry Hill, tactical unit supervisor, said the police got the car sometime in the spring from a source he refused to identify.

Hill said the Buick was being loaned to the police by an "organization." "I assume the organization has title to it," Hill said. Hill said he did not know whether the car came to the police department with license plates, already installed. When asked why plates were not. sought for the car through normal channels, Hill replied, "We didn't anticipate having the car that long. You it wasn't in very good shape." Hill also said he had no knowledge whether other plates such as the Mace plate were used on the Buick or any other undercover car operated by the Carbondale police.

The bill passed by the House dealt with cost-of-living increases provided for by a 1975 payroll law. The amount of the increase has not yet been determined, but it is expected to be at least 4.8 per cent. But an earlier law, still In effect, provides for a special commission to study salaries of members of Congress and high government officials and make recommendations every four years for pay adjustments that also would be automatic. Carbondale police officers have been operating a city-insured, undercover automobile bearing one license plate regis tered to George R.

Mace, SIU-C vice president for university relations, for at least a month. The Secretary of State's office in Springfield has confirmed that the license plate, a 19T6 Illinois registration UB 1264, was issued to Mace. George Krekcr, public information officer for the Secretary of State's office, said a display of only one plate, and the fact that it is registered to someone other than the police department, violates state law. "No exceptions are made, not even for law enforcement agencies," said Krekcr. Chapter 952-3-412b of the Hit-nois Revised Statues states: plates, prefixed by the letter said Kreker.

The slick plate is designed to establish fictitious registration records so that certain law enforcement undercover operations are not jeopardized by a traceable plate, said Krekcr. "Delyte Morris, a ormer SIU-C president, used to have one on his car so no one would be able to identify the car he was driving," Krekcr said. Asked if Mace's plate or any other "lost" plates still appeared on the police department's! Buick as of Wednesday, Hill said, "Not to my knowledge." "It (the Buick) has been stored," Hill added. Both Kennedy and Hill said they were aware of the state laws regarding the misuse of license plates and the availability of slick plates. Neither would comment further about the statutes.
