til District police Sept 12 is presently under treatment for a bead injury in die Charity Hospital The Louisiana Weekly ascertained this week The young man has stated that his injuries were inflicted by Fourth District police while he was in their custody It has been verified by The Louisiana 'Weekly that Rudy Watkins 22 of 1136 Verret Street Algiers La is presently confined at Charity Hospital and that he has been interviewed by die FBI and by Arthur Chapital Sr executive secretary of die New Orleans Brandi NAACP Watkins however did not make a statement to a Louisiana Weekly reporter who visited the hospital Monday A check with NAACP secretary Chapital brought die information that die organization is still investigating die matter and would make a formal complaint to die police department and a statement to the press after its probe is completed police reports show that Watkins and Errol Franklin 19 of 916 Delaronde Street Algiers were arrested about midnight Sept 12 The arresting officers were identified as Patrolmen Adler and Joseph Lore and Auxiliary Sgt Lore Jr The police report states that die officers answered a call at 12 midnight Sept 12 relative to a disturbance at 1024 Teche Street This is a business establishment shown in die directory as Chicken-in-the-Box" According to die police bulletin the officers on arriving at that place learned from Salvadore Sunseri white 1024 Teche Street that six colored males had left but that he could identify diem and that they a distur-- bance ir die place The police report continued: Jji- ponrpanjfci with automobile and fired two shots from a 16-gauge shotgun into die group Many residents in this neighborhood reportedly have been shot by unidentified persons and the residences vandalized are among the most expensive in the neighborhood and occupied by Negroes Many cars owned by Negroes and parked in the streets be- fore die homes and in car ports have been riddled with bullets in this neighborhood The incident occurred several days after New Orleans Brandi NAACP Executive Secretary Arthur Chapital Sr told The Louisiana Weekly that he intended to ask local police the district attorney's office and the FBI to look into die unprovoked attacks being made on Negroes by white youths in the streets of New Orleans During the past week letters on the incidents have been mailed to die police the officer bit him on the right shoulder and scratched him on the right arm A crowd estimated by die investigating officers at about 500 then swelled to about 3000 reports state and several persons began to throw bricks and stones at the police car The officers radioed for help and a ''number of police units arrived on the scene The disturbance was then quelled police said but not before nine discrimination phase of the Civil Rights Act of 1964 goes into effect next July 2 To appoint Negroes to various boards particularly to the Housing Aurhority of New Orleans where Negroes constitute a majority of the tenants Chapital said this objective still awaits action by the city officials 3 To remove all racial signs from municipally-owned buildings such as City Hall Civil Courts Building and die Municipal Courts building This objective has been attained Chapital said through die cooperation of city and state officials Moreover he pointed out a recent Federal Court action by GORE has said they learned from a Dryades Street business operator that two women had been fighting and that she had told them to move away from in front of her store One of the women police were told was armed with a knife die other with an icepick The Jones woman who was wounded was in a state of shock and could not be interviewed police said She was taken to the Charity Hospital where she was found to be suffering from chest wounds inflicted with a butcher knife The wounded woman died at 2:15 am Sunday in the Charity Hospital the Orleans Parish coroner's office reported police were furnished
