Church of Augusta offered benediction The inaugural was preceded by the swearing in of the new Executive Council by Senate President John Reed (R ort airfield) Reed also took the oath of Clauson Therefore he urged enact ment of the sales tax cut on auto trade ins and of in creased liquor profits to re store this cut and make limited additions of new activities He proposed appropriation of 1 JOO 000 for a state adjustment to permit the state to meet re cruiting competition from pri vate Industry and other states in hiring needed workers He asked 8548000 for the first two service on the proposed 10 million dollar con struction bond issue And he sought $50000 for a professional study of state and' community tax structures an examination he said is long overdue 1 address touched on improvements at almost the same pace in the past two years He recommended a construction program totaling $12600000 plus a contingent fund of $500000 to take care of unforeseen extras and bids that exceed estimates Thus his program was only slightly smaller than the $14 million one that was voted by the Legislature in BOND ISSUE PROPOSED But because the recession has wiped out the large gen eral fund surpluses to which the State had become accus tomed in more prosperous years the new Governor pro posed a $10 million bond issue to provide most of the money He estimated that only $2630000 would be available from surplus to put toward the program after setting aside the $500000 for contin gencies Issuance of general fund bonds would not set any prece dent The State has issued them in the past
