He was director and past president of the First National Bank of Jonesboro, a 50-year member of the Jonesboro Masonic Lodge No.

Ill, a member of the Anna Elks Club, former mayor of Jonesboro, and a member of the Salem Lutheran Church in Jonesboro. He was born July 9, 903, in Jonesboro, to Thomas Rixleben and Mary (Boetner) Rixleben. He married Berneice Minter in 1930, in Jonesboro. She survives. One niece, Elizabeth Fisher of Tulsa, also survives.

Mildred Hartline COBDEN Mildred Hartline, 70, died at 6:30 a.m. Friday, Feb. 1, 1991, in Union County Hospital in Anna. Services will be at 2 p.m. Sunday in Walnut Grove Methodist Church, with burial in the church cemetery.

Visitation will be after 6 p.m. today in Lutz and Rendleman Funeral Home in Cobden and after 1 p.m. Sunday at the church. Myrtle Alice Whittington CARBONDALE Myrtle Alice Whittington, 78, of 715 N. McKinley died at 9 a.m.

Friday, Feb. 1, 1991, at home. Services will be at 2 p.m. Sunday in Huffman-Harker Funeral Home, with the Rev. Arthur Farmer officiating.

Burial will be in Oakland Cemetery. Visitation will be after 4 p.m. today in the funeral home. Mrs. Whittington was a home-maker and a member of Walnut Street Baptist Church in Carbon-dale.

She was born Aug. 22, 1912, in Jackson County to Louis F. Little and Tryphosa Jane (Brown) Little. She married William Glenn Whittington in 1934 in Carbondale. He died in 1978.

Survivors include one daughter, Patricia Haege of Snellville, one grandson, Lawrence E. Haege of Topeka, five granddaughters, Rebeccah A. Smith of Lake Charles, Judith M. McKay of Snellville, Susan E. Hendrickson of Springfield, Teresa L.

LefTew of Lawrenceville, and Catherine J. Crook of Norcross, one sister, Mabel Fox of North Pekin; and 12 great-grandchildren. Two brothers preceded her in death. Glenn Montgomery MARION Glenn E. Montgomery, 66, died at 8:15 p.m.

Richard was retired from the Mark Twain Boat Factory in West Frankfort and a member of the Freewill Baptist Church in Johnston City. He was born Sept. 14, 1929, in Franklin County to Edwin Richard and Lillian (Davis) Richard. He married Barbara Wells on July 4, 1950. She survives.

Bixby allegedly failed to stop at a stop sign, and her vehicle was struck by a pickup truck driven by Court urges pay raises forjudges SPRINGFIELD (AP) The salaries of Illinois judges should be raised to assure that the judiciary's quality and stability are maintained, the state Supreme Court said Friday in its annual report to state lawmakers. The justices said that since July 1, 1987, the salaries of the state's judges haven't changed, even though federal judges have received two salary increases totaling more than 35 percent within the same period.

Now, the annual salaries for judges in Illinois range from $75,113 for associate judges to $93,266 for Supreme Court justices. Survivors include two daughters, Mrs. Dorothy Stricklin of Harrisburg, and Mrs. Shelby Jean Witlock of Eldorado; five sons, John L. Ewell and Cletus Ewell, both of Harrisburg, Bill Ewell of Burkburnett, Texas, James Ewell of Mount Vernon and Harold Wayne Ewell of Galatia; 14 grandchildren; 14 great-grandchildren; and several great-great-grandchildren. 17, 1966. Udell Tackitt HERRIN Udell Tackitt, 97, died at 7 p.m. Thursday, Jan. 31, 1991, in the Shawnee Christian Nursing Home in Herrin. Graveside services will be at 3 p.m.

She was born July 1, 1893, in Ma kanda to John and Malda (Hawk) Monroe. She married Leonard Tackitt on Sept. 20, 1913, in Mount Vernon. He died July 20, 1955. Survivors include one son, Mari on Tackitt of Carbondale; two daughters, Lillian Goodwin of Her rin and Mildred Gunn of Carbon dale; nine grandchildren; 16 great grandchildren and two great-great grandchildren.

One granddaughter, three broth ers and three sisters preceded her in death. Lucille Ellis MOUNT VERNON Lucille D. Ellis, 70, of Redington Shores, formerly of Mount Vernon, died at 6:20 a.m. Thursday, Jan. 31, 1991, at her home.

"They're not all latchkey kids," she said. "Mom may be in the kitchen fixing dinner or taking care of a small baby and doesn't have time to spend with the child right then." tlhe '8s said. "Employers don't want to settle in Chicago because of the difficulty of getting a good work force. That increases poverty, which also affects crime and the school system. "The earlier we intervene in a child's life, the greater the likelihood of making a difference," he added, noting that poor children perform well when they are enrolled in Head Start, a preschool program.

The juvenile incarceration rate also rose significantly, from 79 per 100,000 youths in 1979 to 165 in 1987, the study said. The children reach the grandmothers by dialing a central telephone number at Hull House, where operators transfer the calls to the volunteers at home. Glaser said the Chicago program, which runs from 3 p.m. -6 p.m. on Mondays through Fridays, has served as a model for programs in other cities ranging from Kenai, Alaska, to Memphis, Tenn. "A lot of seniors who aren't able to get out of their homes often wish they could volunteer their time to something," Glaser said.

"This is something they can do from home. "For the children, we calm fears, we tell stories, we help with homework, whatever it takes," she added. "We try to help kids structure a lonely afternoon." Glaser said volunteers are trained by a social worker on how to respond to emergencies, such as times when a child fears a burglar has entered his home or when a fire has started. They are also taught what to do if a child says he is being abused or neglected. But those type of calls are rare, Glaser said.

The program isn't intended to be a hotline for children with serious problems. "We are a 'warm a chat line," she said. Uffee is one of 30 elderly women who lend an ear to latchkey kids after school. CHICAGO (AP) The voice on the other end of the phone is "Grandma." She's helping a much younger generation by offering comfort and even some homespun advice to the hundreds of latchkey children who call each week.

"Grandma" can be any of 30 elderly women who volunteer their afternoons to answer telephone calls from children who come home from school to an empty house because their parents are at work. "Sometimes I tell them stories. Sometimes they tell me stories," said 70-year-old Marion Uffee. For the past four years, she has set aside her Monday afternoons to participate in Uptown Center's "Grandma, please" program. "Sometimes (the children are) scared, sometimes they're bored and looking for something to do, and sometimes they're just lonely," Uffee said.

"Just a hearing a voice on the telephone seems to make them feel better." The program, started six years ago, provides an outlet for both the volunteers who must be over 55 and the estimated 800 children who' call each month, said its director, Monica Glaser. Hull House distributes flyers about the program to schools, park district field houses, boys and girls clubs, and other places where children are likely to WASHINGTON (AP) The percentage of Illinois children living in poverty took a big leap in the 1980s, along with the rate of youngsters held in detention centers, a study shows. There were improvements in the rates of infant mortality and deaths among children ages 1 to 14, although Illinois' national ranking in those categories was high, the study found. "Many children are growing up healthy, resilient and skilled, but too many are not," said the national study, released Thursday by the ChM poBty rate oncireases Dim Volunteers must advise children to consult their parents if they have problems or a difficult decision to make. She said she's surprised that people to 21.7 percent, the report said. The 1989 figures are the most recent. Only fourteen states and Washington, D.C. had higher percentages of poor youth than Illinois. The U.S.

poverty line for a family of four people was $12,675 in 1989. James Gleeson, an assistant professor of social work at the University of Illinois-Chicago, said Cook County, with nearly half the state's population, is home to a lot of poor families, but rural Illinois is also afflicted.
