motion be postponed until rescheduled by the Board Mr Arnold McLin President of the Jefferson Parish LTA addressed the Board and asked that the Board meet with them to discuss matters regarding the school system such as revisions to the Policy Manual etc Mr Edward Fontaine representing the Jefferson Parish Employees Trust Fund addressed the Board and gave them the results of the Poll of all employees regarding insurance He slated that of the 5500 questionnaires sent out 2000 answers were received 646 selected the present plan 650 approved the proposed (dan 730 returns were discounted for various reasons He urged the Board to approve the two resolutions submitted by the Trust Members to the Board several meetings ago so that the enrollment period may be opened and the coverage put into the Jefferson Parish School Board adopt the policy that the only group plan of hospitalization and life insurance available through payroll deduction be that of the Jefferson Parish School Employees Insurance Trust Fund 3 That the group insurance contract between Jefferson Parish School Board and Protective Life and Blue Cross-Standard Life be terminated effective March 1 1973 the date the new Trustee plan become effective now that the Jefferson Parish School Employees Insurance Trust Fund has secured competitive bids and have approved a benefit plan to be underwritten by Blue Cross and Standard Life A discussion followed Substitute motion by Mr Brainis seconded by Mr Williams that the matter concerning a Trust Fund for insurance purposes not be killed but be continued over for further examination and explanation to employees of the system in order that they may gain more information A discussion followed Mr Gaspard withdrew his original motion in favor of the substitute motion A discussion followed Mr Arnold McLin addressed the Board and urged that they take action on endorsing and approving the Trust Fund Mrs Essie Beck former LTA President addressed the Board and asked that the Board study the entire matter before approving the Trust Fund 4 Any other pertinent information in the discipline folder shall be attached to the suspension form in appropriate chronological order The Supervisor of Child Welfare and Attendance shall provide the following: 1 A completed case history card 2 Copies of all suspensions from previous years and any other pertinent information not provided by the principal All material is to be arranged in chronological order 3 Evaluation information the Supervisor must check with Psychological Services and must indicate on the recommendation of the Superintendent the low bid of John Dollinger in the amount of $378400 be accepted for Bleachers to be placed at the Trudeau Livaudais and Jefferson Middle Schools and to be paid Attorney be approved concerning the performance by Contractors of punch list items: 1 All work be accepted by the Board upon completion asis presently dime 3 That Construction Management Associates Inc estimate the cost of performing the punch list items 3 After the 45 days lien period expires the cost for all punch list items not completed by the contractor is to be retained by the Board out of regarding suspensions appeals hearings and reviews be adopted as recommended by the Superintendent to be effective February 19 1973: A student may be suspended under the provision of RS 17 416 The types of suspensions and the manner in which appeals hearings and reviews are handled are outlined as follows: SUSPENSIONS 1st suspension a student may be suspended until parents return or for a portion of the school session or for the remainder of the school session 2nd suspension a student may be suspended for three days a portion of the school session or for the remainder of the school session 3rd suspension a student may be suspended until a conference is held with the Supervisor of Child Welfare and Attendance for a portion of the school session or for the remainder of the school session 4th suspension a student is suspended for the remainder of Bid Tabulation on Draperies and Traverse Rods for the TH the school session Harris Middle School was presented to the Board A SCHOOL BOARD 519 HUEY LONG AVENUE GRETNA LOUISIANA FEBRUARY 7 1973 The Jefferson Parish School Board met this day in regular session with the following members answering roll call: Mr Brainis Mr Gaspard Mr Keller Mr Lawson Mr Williams Mr Miller ABSENT: Mr Rosenthal Reverend Mayo of St Matthew Methodist Church opened the meeting with a prayer The following students from TH Harris Middle School led the Pledge of Allegiance: Dee Bentz Bess Bardere Cindy Matranga Sarah Thompson Elliot Brown III Mrs Essie Beck teacher at the Harris Middle School was presented a Certificate from the State of Louisiana as the Outstanding Earth-Science Teacher in the State of Louisiana She was also presented a Certificate of Merit from the Board for this outstanding honor Mrs Essie Beck thanked everyone who made this honor possible Delegations were allowed to address the Board Miss Sally O'Neill President of the Association of Classroom Teachers addressed the Board and submitted the following proposals from a group of parish organizations for the Board's consideration: 1 Request the School Board or Committee thereof and the School Board Attorney to meet with the group to discuss and develop a method of providing released time for planning for elementary teachers to be implemented at the beginning of the 73-74 school session 2 That during midterm and final exams that teachers of middle and high schools be required to be at school only during exam periods 3 Propose that the School Board request a study by the telephone company to determine needs of the Jefferson Parish Schools for telephonic communications 4 Recommend that the Jefferson Parish School Board investigate all the ramifications involved before retiming to the 6-3-3 plan and that implementation of this plan should be deferred if it involves the platooning of elementary school children or curtailing of special education programs Mrs Noel representing the Alfred Bonnabel High School PTA addressed the Board and asked if Bonnabel High School was accredited Mr Bertucci stated that it was and there is a letter to tis effect on file in the Superintendent's Office from the -State Department of Education Mrs Noel also asked about equal sharing of facilities between Bonnabel and East Jefferson High Schools and was advised that both principals have been meeting to settle this matter and a report is to be given to the Board at the special meeting to be held on February 14 1973 and the parents were ipvited to attend the meeting She asked that all possible be done to speed up the construction of the new Bonnabel High School In the name of the Bonnabel PTA Mrs Noel asked several questions regarding Construction Managment Associates Inc the firm under contract with the Board to handle the functions of the Construction Department which was abolished Mr Pepper President of Construction Management Associates Inc answered several of Ahe questions asked by Mrs Noel Mr Keller took issue with the PTA's questions regarding Construction Management Associates Inc and stated that the firm has done an outstanding Job to date He stated that bong a member of the Jefferson Parish School Board is not the easiest job in the world and if the people in Jefferson want a good school system then they should give the Board help and cooperation Mrs Mauna Brooke representing the Willow dale Civic Association addressed the Board and presented to them the following resolution: WHEREAS the Jefferson Parish School Administration admitted in May 1972 to a deficit of $19 million for the 1971-72 year and also admitted that they were unable to explain the deficit WHEREAS the Legislative Auditor for the State of Louisiana reported in June 1972 an accumulated deficit of $423338102 in the Jefferson Parish School System for the three years prior ending June 30 1971 WHEREAS it appears that the accumulated deficit was $56 million beginning the 1972-1973 year but the public is still unsure of the true financial status of the school system WHEREAS the public rejected a $30 Million Bond Issue in April 1972 and voted in four new Board Members in September 1972 WHEREAS the Willowdale Civic Association believes these circumstances are brought about to a large extent because of the lack of a financial reporting system that would make available to the School Board Members and the public budgetary informatition --1 RESOLVED 1 That the Willowdale Civic Association request that the Jefferson Parish School Board publish regularly in January and September a financial statement of the Jefferson Parish School System 2 That such statements be made available to all parish newspapers and in the event that none should offer to publish the statement as a public service then the School Board should bear the cost for publishing them in a paper with a representative circulation 3 That the School Board request that the Office of the Superintendent of Education or the Legislative Auditor send auditors to audit the system at the earliest possible date and 4 That the School Board request that the Office of the Superintendent of Education furnish accountants to aid in setting up an accounting and repealing system similar to that provided for municipal units by the Louisiana Municipal Audit and Accounting Guide which has been approved and adopted as a standard guide for Municipal Audits by the Louisiana Legislature (Act 5391 A discussion followed 11 Mrs Brooke congratulated the Board for considering returning to co-education and asked that this be done at the earliest possible time and also asked that the motion to let the public vote on co-education be rescinded Mr Ralph Pass Chairman of a group on Co-education addressed the Board and stated that the group feels that coeducation was a great benefit and submitted a list of names of persons who urged that the Board institute co-education at the earliest time Moved by Mr Gaspard seconded by Mr Lawson that the Chair allow a motion to be presented regarding co-education The voting was as follows: YEAS: Mr Brainis Mr Gaspard Mr Keller 5Ir Lawson Mr Williams Mr Miller NAYS: None ABSENT: Mr Rosenthal The motion carried In a joint resolution Mr Rosenthal absent it was agreed that in view of the fact that there is no parish-wide election scheduled at this time Jhat the referendum called for in Mr Moved by Mr Keller seconded by Mr Brainis that in accordance with the recommendation of the Superintendent the only bid received for Draperies and Traverse Rods for Harris Middle School be rejected as the price exceeds Counter Shutters was presented to the Board Moved by Mr Keller seconded by Mr Lawson that in accordance with the recommendation of the Superintendent the only bid of Kinnear Mfg Co in the amount of Rosenthal The motion carried NOTE A suspension for a portion of the school year (more than three school says) must not be used indiscriminately The principal should use this type of suspension when be feels that the student and school will benefit by the student being out of the School environment for a portion of the school year (for example for the remainder of a six weeks period a six weeks period remainder of a sem ester) rather than the remainder of the school year APPEALS: Parents may appeal any suspension when they feel that there is doubt as to the guilt of their child or that the school had no authority to suspend their child under RS 17:416 or under School Board Policy or the length of time (a portion of the school year) is excessive Should a parent appeal any of the four suspensions on these premises then the Supervisor of Child Welfare Attendance shall conduct a hearing at the school with the principal the staff member involved the parent and student who may be represented by any person of his choice The decision of the Supervisor of Child Welfare and Attendance on the merits of the case as well as the term of suspension shall be final reserving the right to the Supervisor to remit any portion of the time of suspension -s HEARING: Any student who is recommended by the principal for a suspension for the remainder of the school year prim' to a fourth suspension will be granted a hearing by the Director or Assistant Superintendent of Pupil Services the Supervisor of Child Welfare and Attendance the principal the staff mem-bers(s) involved the parent and student who may be represented by any person of his choice For students in special education classes the Director of Special Education will conduct the hearing in place of the Director or Assistant Superintendent of Pupil Services It is understood that the case will have been thoroughly investigated prior to the issuance of a suspension for the remainder of the school year In cases where an investigation is necessary the principal may suspend the student until such investigation (to be conducted promptly) has been completed Once the investigation has been completed the principal must reach a decision on the length of suspension and must send an amended suspension form notifying the parents of the decision with copies to all parties as usual In all cases where a student is suspended for the remainder of the school year prior to a fourth suspension the principal shall notify the Division of Pupil Services so that the hearing can be held at the school as soon as possible If it is a special education student the Director of Special Education shall be notified At the hearing the principal must make available the following materials: 1 A copy of each Discipline referral form in chronological order attached to each suspension 2 A current progress report 3 A summary report from the guidance counselor regarding his efforts with (lie student (schools which have guidance counselors) 4 Any other pertinent information in the student's discipline folder A student who had been suspended from a Jefferson Parish Public School for the remainder of the previous school year need not be given four suspension before being suspended for the remainder of the current school year However before he can be suspended for the remainder of the school year a conference must be held with the parent explaining that the student entered school on probation and would not be given an opportunity to receive four suspensions prior to being suspended for the remainder of the school year The parent may appeal to the Division of Pupil Services The Director or the Assistant Superintendent of Pupil Services shall conduct a hearing upon request by the parent or guardian REVIEW: A student who has been suspended on three occasions during the same school session shall on committing a fourth offense be suspended from the schools of the parish for the remainder of the school session Such cases shall be subject to the review and approval of the school BOARD Upon issuing a fourth suspension the principal shall compile and forward to the Director of Pupil Services the following materials: A copy of each Discipline Referral form in chronological order attached to each suspension 2 A copy of the student's cumulative record 3 A summary report from the guidance counselor
