BADLY LYNN Mass Jan All parties In the controversy between the coal yard owners and their striking drivers awaited with much Interest a confer ence which had been arranged between the opposing forces by Richard Barry of this city a member of the state board of conciliation and arbitration today A dozen shoe factories here are idle on account of their Inability to get sufficient coal for their boilers and a number of other firms will have to close in a short time unless they get fuel The coal dealers delivered a limited supply early this forenoon to those in the greatest need They had their clerks and checkers act as drivers Many business firms are hauling their own coal harbWTrozen THISJORNINC or the first time this year the en tire bay and harbor were frozen over this morning The ice varied in thick ness from one half to one inch and it was said today that if 'the cold weather continued It would soon tie up naviga tion down the bay much the same as If did last Winter Merrlconeag Sound Broad Sound up through the Roads between Dia mond Island and Peaks were all frozen over to a depth of over half an inch and at an early hour the harbor was in a similar condition but it soon was broken up after the tugs and steamers began to move about In it The liarpswel! Line steamer Aucocls co Capt James Long which arrived this morning on time reported that the boat had to break her vay through the thin icenll the way up from Orr? Island Starboard Anchor Alone Holds Welshman During Gale Off Halfway Rock If ever'a craft had hard luck on a passage that craft was the Dominion Line steamship Welshman Captain John Kay which arrived at her dock this morning from Liverpool The Welshman was held up two days on the other side by the now famous fog gy weather which stopped traffic of all kinds? In the British Islts and on this side she Was obliged to lie kt anchor outside the harbor for nearly two days on account of the recent storm So severe was the gale that the steamship parted her anchor cljain while riding out the storm off Halfway Rock and the second anchor became so tangled up In the chain of the lost one that it steamship had one of the largest car steomship had one of the largest car goes that has been brought into port this Winter It only being exceeded on one occasion The Welshman left Liverpool on schedule time at 10 on the morning of Thursday December 22 She hauled out into the Mersey and then the fog set In and for two days and two nights it was Impossible to see anything It was also impossible to leave the ship and eo there was nothing to do but to watt until the fog should lift and then get underway The pilot who brought the Welshman out said that while he had seen fog as thick In the Mersey he had never known it to hang on so long in all his many experience of piloting ves sels In and out of the port of Liverpool It was this fog which detained the steamship on which Dr Chadwick was crossing to this Country It was Saturday before the fog lifted and that morning the an chor was pulled up and she started for the second time on her voyage to this port She had a very good passage In fact the best of the Winter She came at full speed and made remarka ble time across although not breaking her record She passed Halfway Rock at 245 Tuesday afternoon and came to anchor 15 minutes later The heavy storm which haa just passed over this City was then on and the snow was so blinding It was Impossi ble to see any distance ahead and Cap tain Kay decided to wait until It cleared away before trying to enter port Two anchors wereput down and the steamship rode out the gale all Tues day afternoon and Tuesday night with out any trouble and until Wednesday morning when suddenly the port an chor Chain parted and the strain of the big Pteamshlp was put upon the one chain of the starboard anchor By a good piece of fortune this held and the steamship continued to ride out the gale during the forenoon and until noon when It cleared enough so that It was decided to make for Portland Harbor The crew was summoned forward to pull up the remaining anchor but the effotts of the steam windlass failed to move It Something was wrong but just where the trouble was no one could tell It was certain however that the anchor had fouled with some thing All that afternoon until 4 the most strenuous efforts on the part of those on the Welshman did not move the big piece of Iron but at the latter hour It let go Its hold of the bottom and came up It was found then that the other chain in parting had tangled Itself about the anchor and this was the cause of the trou ble A lot of the port chain was brought up but the anchor remained on bottom and was lost The steamship then proceeded into port slowly as so much time had been spent in getting the anchor that was too late to dock and so Quarantine was reached at 6 and the steamship remained there until about 8 o'clock this morning when she pro ceeded to Pier No 8 which has been opened for use on account of the great amount of business now being done at this port and there at about 830 she tied up All on board were thankful to find themselves securedto a wharf and to the hard and long voyage was over The cargo contained sev eral local consignments She Is sched uled to sail on the rteum trip to Liv erpool Saturday and In order to do this quick work has got to bo made In discharging and loading the big boat There are a number of mahoga ny logs in the list for Grand Rapids Mich The Welshman saw the Allan Line steamship Pretorlan on the: way across She was bound to Halifax The former was also in company with a steamship for four or five days but could not make out her name The steamship encountered some very cold weather on the Banks but otherwise the actual passage was a very good one for the time of year NEW YORK BOAT'S ROUGHEST TRIP Manhattan Came Into Port Coated With Ice rom Three to Six Inches in Thickness It has been a long time Indeed since a steamer has come Into port present ing a more beautiful picture than the Manhattan Captain Albert Johnson of the Maine Steamship Co which ar rived from New York at 830 this morning 10 hours overdue after having come through the whole of the storm which raged along the coast this week The experience was a hard one and the trip was the long est and roughest that she hds had this season sea went completely over her life lines had to be strung In order to get about with any degree of safety even on the hurricane deck and there were times when' It was Im possible to venture outside of the sa loons and houses under penalty of being swept overboard and lost The Manhattan left New York Tues day evening at 7 There was a northerly gale blowing at the time with a heavy snow storm but nothing of a very serious character Tuesday afternoon about 5 there had been an especially thick squall of snow and It was decided to wait awhile and find out If the storm was going to amount to anything After the thick squall It cleared' a little and then the start was made Up through the sound It snowed heavily off and on but during the wnoie ol me inp prac tically It was Impossible to see the beach so It is not known If there were any disasters as a result of the gale The steamer came the inside route and held up at only one place This was off Cornfield Point Long Island where for six hours the Manhattan lay to waiting for it to clear up a little before attempting to make the passage through the Race This stop was from 3 to 9 on Wednesday morning After that it cleared a little again and the trip was resumed rom Highland Light the steamer went across to Thatchers Island off Glou cester Mass and then from there came up along the land and inside of Boone Island to this port It was not until noon yesterday that the storm began to pass over and the sun to make its appearance All day Wednesday the gale was terrible Life lines had to be strung about the vessel and even with these it was Impossible at times to go out on deck for fear of being washed over board Some of the officers when their period of duty on watch in the pilot house which is a long distance above the water was over were un able to leave the room as they would surely have been washed overboard The watch on deck was called Into the pilot house and everything was shut up and made as water tight as possioie The ice was the feature of the trip of the Manhattan The sea went com pletely over the steamer and the mo ment it struck it froze It was three Inches thick in the least exposed parts of the boat but on the port side where the steamer got the bulk of the sea ft was six inches and even more in thickness The ice extended far up into the rigging of the masts CLEARING TRACKS Electric Road Rapidly Getting Lines in Running Order The Portland Railroad Company is rapidly recovering from the effects of the storm and General Manager A Newman said today that cars would probably be running by night over all divisions with the possible excep tion of the South Windham Line where the snow is drifted In very bad shape CHARLES BUTLER DEAD BAR MILLS Jan Charles But Jer a leading citizen of this town who 25 years ago was a teacher of music In the public schools of Bos ton and Chelsea Mass died early today aged 75 years He has been active In local enterprises and was a prompter of the Saco Valley Electric Railway That Intolerable itching caused hr riles la relieved at once by Salva cea HON WILLIAM COBB GBVERNOR MAINE IRE AT BERLIN Via BERLIN Jan One woman was probably fatally Injured several other persons were seriously hurt and a loss now estimated at $175000 was caused by the fire which raged in the center of this city during the greater part of last night Mr and Mrs rank Wight jumped from a fourth floor window of the Opera House Block and their little child was thrown from the same window Mr Wight and the baby landed In the net and while they were somewhat hurt their are not serious Mrs Wight barely struck one corner of tho net and falling agajnst ireman Harry Whalen who was holding that corner she knocked him down and struck the ground heavily She was carried to the hospital where It was said early today that she prob ably could not recover 'leg was broken The buildings destroyed were Cle Opera House Block owned by Mr Tolman of Gloucester Mass the two Gagnon blocks the Thorndike Hotel Brook's drug store and four buildings used as store houses The heaviest losers are Mr Tolman 1 10 000 A Burbank Co hardware and furniture $35000 and the Berlin Dry Goods Co $40000 These two stores werb on the street floo of the Opera House Block the fourth fluor of which was occupied as a tenement The fire started in the Opera House Block and Its origin has not yet been discovered Swept by a high wind the flames spread rapidly and threat ened to destroy the entire business section Hundreds of volunteers as sisted the firemen who with the mer cury several degrees below zero had a terrific fight before the fire was finally subdued CONDENSED DESPATCHES John McLane i of Milford II the successful Republican candidate at the polls last November was Inaugurated today as governor of New Hampshire David Manning of Worcester Mass lawyer and former state senator and representative died suddenly today of apoplexy Belle Cole an American singer died in London today The State Council of the Daughters of the American Treats of Three Subjects LAW ENORCEMENT! I oundations of Our Government i Threatened by Disregard or Prohibitory ee and Taxation Discussed (Gov address Is printed in full on page 11) AUGUSTA Jan 5 (By Special Wire) very large majority of those who favor the maintenance and en forcement of the prohibitory law do so because they believe that in that law Is provided the best method of repress Ing and correcting an undoubted evil These people are not fan atics They are law abiding reason able and sincere The estimate in lyhich the prohibitory law is held in certain parts of the State and by many of our citizens is working an incalculable Injury to the forces that make for law and order A dis respect and disregard for all law is being nurtured that if allowed to grow unchecked and unassailed will weaken and destroy the very foundations of pur These words were the keynote of the inaugural addyeps of Governor Cobb which will rank high among the State papers of the commonwealth The now chief execu tive took a strong stand for the en forcement of the prohibitory law and his address was listened to with the closest attention It was expected that Overseers of Poor and Public Build jngs Committee Confer Charles Ross chairman Of' the Board of Overseers of the Poor' and red A Bibber arid Joseph Con nolly members of the board met the committee on public buildings in the office this morning to consult as to the change of control of the new City Home which was made at the last meeting of the committee when the charge of the Home and of the re pairs and furnishings was taken by the committee from the overseers The conference resulted In no change from the present arrangement but a rather lengthy discussion took place between the two committees The overseers prepent explained their position Ln regard to the Home They told how ttiey found many things that needed attention and claimed that they had made what changes they thought to be necessary with the best interests of the City in view 'They were of the opinion Ihat they could carry out the remaining alterations in the buildings and finish up the work better than the City committee 7 The members of the public buildings committee appeared to consider that the work in question was a part of their duties' however The ordinance which give? them their authority ex pressly states that all buildings of the City shall be in the charge of this com mittee and the members were of the opinion that this Included the City Home Some doubts were expressed also as to the authority of the members of the Board of Overseers present to speak for the whole board and the question was raised whether there were not other members of their board who differed from them in to the work that should be doe at the Home The conference resulted in an agree ment that the members of the public buildings commltte should meet with all the Overseers of the Poor at the City Home next Monday afternoon and receive suggestions as to the necessary changes to be made and other work still needed at the new buildings HORSE THREATENS LIVES SCHOOL CHILDREN There was a narrow escape from a serious Occident at the corner of Wash ington and Congress streets at noon to diay The sleigh of Dr Gerrlsh caught In the track and In an endeavor to get it out a snare was oroxen scar ing the horse badly by striking him on the legs Thomts Nester chanced to be on the sidewalk at that time and seized the head but was once thrown down by the frightened animal before he Could get him under control School had just let out and there Is not know ing what might have happened if the horse had gotten away and dashed down the street through the crowd of children he would have something Interesting to say on this subject but few looked for so strong a summing up dr so un equivocal a statement Tho address was unique in that it treated but three subjects the fee system reduction of taxes and Ahe enforcement of the liquor law With a striking presence fine delivery a clear and concise did don Gov Cobb Impressed his hearers with his sincerity broadnes and cul ture The inaugural ceremonies though simple were impressive At 16 the Senate and the House met In theli respective chambers The report of the joint select committee on guberna torial votes was received in the Sen ate accepted and eent down to the House where it was also accepted A joint committee composed of threp members of the Senate and seven from the House was appointed to wait on' 4 Mr Cobb and tell him that he had been duly Selected Governor of Maine and that the Legislature awaited bls pleasure Mr Cobb sent back word that he accepted the office and would meet the Legislature at such time as it might indicate The senate sent its secretary Mr Dunbar to the House to propose a joint convention for the purpose of ad ministering the oath to William Cobb Governor elect The House cons currd and ita Clerk conveyed a sim ilar message to the Senate The Sen ate came in and the Idrit convention was formed with on tst Goodwin president of the Senate presiding In pursuance of the information that the two branches of the Legisla ture had assembled and were ready to proceed with the Inaugural ceremonies Mr Cobb accompanied by the retiring 7 Governor John Hill his Executive Council members of the staff and heads of departments came Into the Legislative hall from the Council chamber and marched down the center aisle to the desk The coun cil the staff and department heads grouped in the front of the hall In tho presence of the joint convention and before the president of the Senate Mr took the required oath Byron Boyd made proclamation that Mr Cobb had been elected Governor of tho State and Gov Cobb delivered his ad dress Gov Cobb with his council retired the joint convention was dissolved and both1 branches took up the routine of business In the House today the order amending the rules introduced in the Senate yesterday by Senator Stetson of Ban gor chairman of the committee ap pointed by the last Legislature to re port amendments to the ruluand which was passed in the Senate tabled In the House was taken from the table on motion of Higgins ot Limerjck and passed The order provide ojva division of the Commttee on RallroadswT Telegraph and Expresses into two com mittees one on railroads and expresses and the other on telegraph and tele phones As a result of the contest for (Continued Page A A1 I re.
