0 2 THURSDAY SEPTEMBER 23 1993 NEWS In Brief Committee rejects proposed rise Cost increases to playschemes are in balance FUNDS BOOST PROPOSALS to increase Reigate and Banstead playscheme charges by 50 per cent were unanimously rejected at a council meeting on 'ITiursday A report from the Recreation and Leisure department outlining an increase in charges to help save money was rejected by committee members The report said that attendance figures had dropped this year and were likely to decrease even further if the new charges were imposed The councillors felt this was unacceptable even though all the departments have been told they have to trim their expenditure to help with the dren We should be looking at ways of increasing our expenditure on the Other councillors thought that the charges should actually be brought down enabling more people to attend the schemes Cllr Norman Harris (RA Nork) said if we put the charges down more people would use the The report also suggested that there be a nominal cut for those on income support with ihe cost cut by £1 on bookable playschemes and 50 pence on turn-up schemes However Cllr Liz Finn (LD Reigate South Central) said is no way someone on income support could afford these proposed savings of £2 million over the next five years But there is still a chance that the charges will increase Although the charges have been turned down by the recreation committee the proposal still has to go through the policy and finance committees They have the power to overturn the re-creatijon committee recommendation If the policy or finance committee agrees to the increase it will then go to a full council meeting where the final decision will be made Cllr John Chiles (Con Tadworth and Walton) said: subsidise sports and theatres and yet here we are hissing at the chil One of our more enterprising residents is re-living his past when as a slightly younger man and without family responsibilities he was to be seen driving about in a rather sporty Morgan 'Plus His hair has noticeably turned several shades greyer in the last few months since he brought back from Essex (he chassis of a Morgan and a large number of boxes full of bits and pieces reputedly parts of the said Morgan Since then he has been working hard at re-building his dream which must often have seemed more like a nightmare But it must be said it now really looks like a car Who knows comments such as this may even be rewarded with a ride the Dog Duck proved to be an interesting one with some 13 old cars on show in the car park Three of these came from the village including a certain MG and one of Mac early Austin Sevens but possibly the most interesting of the locally owned vehicles was Leo 1911 motor caravan which was built on a Ford Model chassis This has been seen around the village and much further afield since its restoration some years ago when Robin Tanner contributed so much to the re-building of the wooden body Dream machine WHO would have thought that Outwood sports a car factory? Vintage cars annual visit by members of the Surrey Vintage Vehicle Society to the how the widening should be earned out if as seems likely it actually goes ahead It joins the calls of other local groups for the use of porous road surfacing which ihe DoT has already consented to use on the M25 widening between junctions 7 and 8 The DoT is urged to carry out extra tree and shrub planting to screen the motorway particularly near the Pendell Court conservation area Castle Hill Farm and on the existing noise band between the carriageway and the Small-field Hospital site housing development Lighting is proposed for the whole stretch The DoT is urged to use 12 metre high lighting columns messages of sympathy and floral tributes received following his recent sad loss FITZGERALD John Karen need to get as many children as possible to attend these But General manager of Recreation and Leisure Mr Doug Patterson told councillors that the department had its hands tied over the charges are under pressure to reduce costs we are not being allowed the freedom to work out the Cllr Gregory Floy (Lab Reigate South West) said: must remember that there is a pay freeze at the moment so wages are not going Suggestions were also made that the council enter into partnerships with local organisations to help run the playschemes as this would decrease the cost to the council Cllr Angela Fraser (Con Chipstead Hooley and Woodmansteme) said: do think it is rigid that we make our borough as cost-effective as possible I think the drop off at our playschemes is because of other schemes being run by churches schools and other organisations We should look at creating Other councillors echoed these sentiments and Cllr Maurice Adams (Con Kings wood with Burgh Heath) said: do believe we should get into partnerships I think we are getting emotional on this and we forget that we are running a Mr Patterson said that all suggestions mentioned during the meeting would be taken on board adding: are trying to increase the value of the money we spend We are trying to look after the children across the A vote was then held with 10 councillors backing a motion from Cllr John Chiles that charges remained the same for the next financial year and that they try' to introduce the schemes into other school holidays There were no votes against the motion Widening M23 not the answer say planners By Paul Nicholls WIDENING the M23 eight lanes to fight congestion ignores the serious bv DoT County also suggests EAST Surrey has witnessed an average two per cent drop in unemployment figures The good news is contained in the latest employment statistics from the Government dated August 12 But the figures for the wider Crawley area reveal an increase of 12 per cent to 13567 men and women registered unemployed The figures for Sir George Conservative Reigate constituency show between July 13 and August 12 there were 2918 people out of to teal source of tlie problem created by its two East Surrey junctions county councillors have heard The Department of Transport is proposing widening the carriageway to dual four lanes between junctions 8 with the M25 and 9 at Gatwiek This would mostly be done by using the existing hard shoulder so avoiding the compulsory purchase of land except where necessary But County Hall transport planners claim tlie case for widening not and contend that without work to increase junction capacity at the two junctions any relief is likely to be They have drafted an official response to the DoT which was endorsed by county councillors on Wednesday (September 15) The DoT has asked all interested local authorities organisations and conservation groups to express their views on the proposals County Hall is to tell the DoT that it accepts there is an urgent need for major reconstruction and maintenance works on the carriageway but it is not convinced that mens it should also be widened Tlie M23 does carry more traffic than it is designed for but county says the problem is at the junctions Minor im THIS paper forms part of the Surrey Mirror Series which incorporates editions for Tandridge as well as the Cater-ham and Horley Mirrors Also incorporated are the current six lane carriageway is capable of handling 50 per cent more capacity It is observed that there is no assessment of the probable impact of widening on local roads The report points out: local
