County courthouse to get switchboard EDWARDSVILLE - A new telephone switchboard will be installed in the courthouse here in a move to halt costly long distance calling and to provide better service for persons calling in, it was decided Tuesday. Attorneys making toll calls from courthouse office phones have been the biggest abusers, several officials told the Telegraph. The practice got so bad «t one time that a phone in a court office was locked up when no one was at the desk, an official said. The new system, to cost $1,358 and take six months to install, will be able to pinpoint the long distance calls and permit county officials to analyse the phone bills. The current appropriation for phone service is $40,000 per year for all offices except those that are funded by special taxes, like the detention home, nursing home, TB Sanitarium, etc. The new switchboard — called Centrex — will save the county about $150 per month, an Illinois Bell Telephone representative told the Madison County Board of Representatives Tuesday. Greater savings will come in cutting down the toll calls, he said. The switchboard will also save money for a person making an en-ant call to I he courthouse. Now, a person calling long distance to a courthouse office and getting the wrong number is required to call back. Under Centra, an operator will be able to transfer the call or give the proper number. The switchboard, expected to be installed in a corner of County Auditor John's Kraynaks's' office, is a new type which takes up little space. County offices will still be able to make all calls — 'local and long distance — without going through the switchboard, but it. will record long distance calls. Warren told Elble, "I was told the Alton plant might not be able to handle the capacity necessary to add the Forest Homes and Cottage Hills areas." The engineering firm, which is also the engineering firm for Bethalto and the Rosewood Heights district, is Sheppard, Morgan & Schwaab of Alton. Engineer for Forest Homes and Cottage Hills is Oscar Gruis of Russell & Axon in St. Louis. The Shoppard firm has reportedly made estimates that only one-third of the Alton plant capacity is being used. A certification of that estimate must be made to the Illinois Environmental Protection Agency (EPA), w h i c h then sends it on to HUD, Warren told the Telegraph.
