wis Says He Didn't Cause Stoppage Washington, March 30 cd by a Federal judge appear before a board investigating the coal strike. John L. Lewis today enter- ed a blanket denial that he caused the nation-wide walkout. 1 He declared tnat the soft coal, miners left Their jobs because "the i found out that they had been gold- bricked by the operators." The strike started March 15 three days after Lewis told his United Workers in a letter that the operators "dishonored" their contract by failing to arrange pension payments. But insisted the miner? out on their own.

The UMW president was compel- led by the Federal District Court to answer questions before a Presidential board investigating the; strike. The board mav report its findings to President Truman Wnen it does. Mr. Truman can! direct the Attorney General to; seek a Federal Court injunction to! stop the strike. The board is acting under the Taft-Hartley labor law.

Forced Before Board Lewis was forced before the' board after he had ignored its own subpoena yesterday. Promptly the three members turned to the Fed- i eral Court, and in ten minutes this morning, an order was issued directing Lewis to appear at 2 p. So "under compulsion." as he put it. the miners' chief gave his sid'i the pension dispute. Stony-faced, he strode at the, head of 20 aides into the hearing i room.

He sat in silence as camera- men recorded the scene. Then Fed- eral Judge Sherman Minton. chair- man of the board, asked if he i would state his side of the pension dispute. Lewis sonorously replied: 1 '-I might say I am here today uii- der the compulsion of a decision of the United States Court. I have no particular statement to make other than responding to interroga- tion." He confirmed that he wants every man who reaches 60 20 years" mining experience to have $100 a month pension out of a fund raised through a 10-cents a ton royalty on coal.

If the fund would not I support S100 payments "they cer- tainly -would have to be reduced." he said. Have Been In Deadlock Did he mean the pensions should go to those retired in the past and these whose companies don't pay Into the welfare ''Certainly sir. because it was in behalf of those men tfcat a pension was negotiated." Lewis and the operators have been unable in the nine months since the pension fund-was started to agree on how.it should be handed out. A three-man board of trustees, including Lewis, deadlocked. The neutral trustee.

Thomas E. Murray, proposed a priority among those eligible for pensions. Both Lewis and Ezra Van Horn, the operators' trustee, vetoed it Murray said the Lewis plan is unsound" (meaning the fund couldn't stand it). Lewis told the board it didn't have to be "actusrily sound." "It's a pay-as-you-go plan." he said. ''The trustees, of necessity.

cannot pay out any more than the revenues going into the fund will Chairman Minton asked Lewis whether he tried to settle the sioa dispute by collective bargaining with the operators. Lewis: "Oh. yes. on February 2. I sent a notice that a dispute existed.

No attention was paid to it Was belied Minton: "You didn't offer to negotiate in that letter, did you?" Lewis: "Certainly. It was implied all through that letter." Minton then read from the February 2 letter statement that the union 'reserves the right at will to take any independent action." Minton asked: "Is that in your estimation an effort en your part to open negotiations? It contains an implication of independent action." Lewis: "That's something that only circumstances and the organization itself couid determine I was doing there was each of several thousand operators that their agent.
