The current 196-1 fiscale year started July 1, but Congress still' has not appropriated funds for the program. A compromise authorization bill, which sets a S3.tt-btIlion ceiling, was approved by the Mouse Monday and may come up for final action in the Senate today. The appropriations bill, which provides the actual money, is still in Senate and House committees. In the absence of any appro-' priation. the foreign aid program has been financed for the past six months by resolutions of Congress continuing the spending at last year's level. That level was $3.9-billion. However, an authoritative : source said, the aid administra- \ tors have toepn playing it safe by spending only at a S'J.6 billion level. If it happens that Congress cuts back the program to that extent, this ensures a less painful adjustment. If they get more, they can step up the program during the second hall ol the fiscal year. The expectations are that Congress will appropriate just about $3 billion for foreign aid which would be $600 million under the authorization and a whopping $1.5 billion below what the late President Kennedy requested.
