Bureau of Reclamation has rejected a proposal of the Interstate Power Company and 13 other midwestern power suppliers to firm up the hydo electric power being generated on the Missouri River. M. L. Kapp, president of Interstate, said the Bureau letter stilted that the plan was being rejected "irrespective of economic comparisons." "We were shocked to learn that the proposal has been rejected by the Bureau," Kapp said. "Although our offer has been on file since January 29, we have had no opportunity to negotiate with the Bureau to work out any differences of opinion that may have existed. We cannot understand how they could have arrived at this conclusion in view of the fact that our proposal to firm the Missouri River, hydo electric system could have been done at no cost to the taxpayers, he added. "Our plan," commented Kapp, "promised to save taxpayers $10,000,000 annually."
