You (as taxpayers) are paying th-j salaries of one in every five. That will be the case if you're viewing a typical cross section of America's employed, for the Tax Foundation in its new study, "Unions' and Government Employment," notes that one employed person in five i» now working for government — federal, state or local. The payroll for all those people was $110 billion in 1970, as compared to $45 billion in 1960. Behind the huge risp is not only a lot more* people who are now govenimp-i* employes, but the fact that they are getting better wagp;; than employes in private industry. "At the federal level alone the average annual earnings of a civilian worker in 1970 were just about $3,000 higher than those of a private in clustry worker," the sludy b'y the nonprofit research organization reveals. Average earnings were $7,462 for all private employes and $10,597 for all federal civilian em- ployes. Does this suggest that there may be a built-in solution lo the problem of mountinc; government payrolls? Tnis may sound like desperation thinking, but we're ready to grasp at straws. Since the pay is better, we can logically expect employes o f private industry to gravitate toward government, jobs. After a time, everyone will be working for the government. We will then all be members of one great brotherhood (or personhood, If the Women's Libbers insist) — all government employes and .ill taxpayers. End of problem. Though it sounds perfectly logical we have a feeling that there may be a flaw in our reasoning. If anyone has any better solutions, we will gladly receive, consider and possibly publish them.
